<br />May 23, 2005 (Special Meeting) <br /> <br />Page <br /> <br />162 <br /> <br />property) was determined to be the best location for the Annex; (2) The Annex <br />can be designed and constructed in approximately 18 months and will function <br />independently during construction of the LEC and provide overflow space for <br />the existing jail; (3) Upon completion of the LEC, the Annex could be used as <br />a classification housing unit; (4) The Annex would contain 48 cells with 96 <br />beds; (5) To offset some of the costs of the Annex, the number of beds in the <br />Housing Building at the new Jail could be reduced from 576 to 480 beds; (6) <br />The construction cost for the Annex was estimated at $5 million; (7) <br />Additional costs will be associated with the acquisition of property at the <br />corner of Corban Avenue and Union Street, building demolition and site <br />development. <br /> <br />There was general discussion regarding the following issues: (1) Lack <br />of modular jail units that meet State codej (2) Timeline for the construction <br />of a temporary jail versus the Annex, specifically an additional eight to ten <br />months to design and construct the Annex; (3) Required acquisition of the <br />additional property for the Annex; and (4) Possibility of utilizing a "design <br />build" concept to expedite construction of the facility. <br /> <br />Sheriff Riley advised that the proposed Jail Annex on Corban Avenue and <br />its proximity to the existing jail would be advantageous in regards to <br />lowering costs associated with meal preparation, the health care contract and <br />transporting of inmates. <br /> <br />Mr. Hartsell reviewed the condemnation process for acquiring the <br />property. He explained the required issuance of a Notice of Action letter <br />stating the County's intent to institute condemnation proceedings for the <br />property needed for the jail. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by vice Chairman Carruth <br />and unanimously carried, the Board accepted the proposal to construct a 96- <br />bed Jail Annex on Corban Avenue as presented by Ware Bonsall Architects, <br />authorized the commencement of the design process for the Annex and agreed to <br />seek legislative approval to initiate a "design buildn process for the Annex. <br /> <br />UPON KOT~ON of Chairman Carpenter, seconded by Commissioner Freeman and <br />unanimously carried, the Board authorized the issuance of a Notice of Action <br />to each respective land owner affected by the jail annex proposal for the <br />values identified in the previously conducted appraisals. <br /> <br />Rejection of Bids - Temporary Jail <br /> <br />UPON MOTION of Commissioner Privette, seconded by vice Chairman Carruth <br />and unanimously carried, the Board rejected all previously received bids for <br />construction of a temporary jail at the Cabarrus Arena and Events Center. <br /> <br />Adjournment <br /> <br />with there being no further business to come before the Board, Chairman <br />Carpenter adjourned the meeting at 5:40 p.m. <br /> <br />...}~ j-, ~n..fh) <br /> <br />Clerk to the Board <br />
