<br />June 2, 2005 - Recessed Meeting <br /> <br />Page <br /> <br />206 <br /> <br />There was a brief discussion on the following topics: (1) security <br />issues at the Concord library; and (2) the effect of outside contributions on <br />the library's budget. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and <br />unanimously carried, the Board voted to accept the budget for the libraries <br />as presented, pending final approval following the public hearing on June 14. <br /> <br />Soil & Water Conservation District <br /> <br />Matthew Kinane, District Conservationist, presented the proposed budget <br />for the Soil and Water Conservation District and the Watershed Improvement <br />Commission. <br /> <br />UPON MOTION of vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board granted interim approval of the Soil and <br />Water Conservation District and the Watershed Improvement Commission budgets, <br />pending final approval following the public hearing on June 14. <br /> <br />Commerce - Construction Standards <br /> <br />Jonathan Marshall, Commerce Director, presented the proposed budget for <br />Construction Standards. He identified the following two major changes in the <br />proposed budget: (1) the implementation of Nextel Blackberry mobile <br />technology into the inspections process; and (2) request for a Code <br />Enforcement Officer position. Mr. Marshall reported an increase in number of <br />building permits over last year with residential permits still outnumbering <br />commercial permits. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board granted interim approval of the budget for <br />Construction Standards, pending final approval following the public hearing <br />on June 14. <br /> <br />Commerce - Planning <br /> <br />Jonathan Marshall, Commerce Director, presented the proposed Planning <br />budget. He reported the budget contained a request for two new positions, <br />an intern and a new planner. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and <br />unanimously carried, the Board granted interim approval of the Planning <br />budget, pending final approval following the public hearing on June 14. <br /> <br />Commerce - Community and Economic Development <br /> <br />Jonathan Marshall, Commerce Director, presented the proposed budget for <br />Community and Economic Development. He responded to general questions on the <br />purpose and eligibility requirements of the HOME and Weatherization programs. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board granted interim approval of the Community <br />and Economic Development budget, pending final approval following the public <br />hearing on June 14. <br /> <br />Commerce - Environmental Protection <br /> <br />Jonathan Marshall, Commerce Director, presented the proposed budget for <br />Environmental Protection. He commented on the County's administration of <br />local sediment and erosion control program in the City of Kannapolis. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Chairman Carpenter <br />and unanimously carried, the Board granted interim approval of the <br />Environmental Protection budget, pending final approval following the public <br />hearing on June 14. <br /> <br />Commerce - Zoning <br /> <br />Jonathan Marshall, Commerce Director, presented the proposed budget for <br />zoning. He responded to questions on the amount and purpose of legal fees <br />budgeted for the department. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Chairman Carpenter <br />and unanimously carried, the Board granted interim approval of the Zoning <br />budget, pending final approval following the public hearing on June 14. <br />
