June 2, 2005 - Recessed Meeting Page 206 There was a brief discussion on the following topics: (1) security issues at the Concord library; and (2) the effect of outside contributions on the library's budget. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and unanimously carried, the Board voted to accept the budget for the libraries as presented, pending final approval following the public hearing on June 14. Soil & Water Conservation District Matthew Kinane, District Conservationist, presented the proposed budget for the Soil and Water Conservation District and the Watershed Improvement Commission. UPON MOTION of vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board granted interim approval of the Soil and Water Conservation District and the Watershed Improvement Commission budgets, pending final approval following the public hearing on June 14. Commerce - Construction Standards Jonathan Marshall, Commerce Director, presented the proposed budget for Construction Standards. He identified the following two major changes in the proposed budget: (1) the implementation of Nextel Blackberry mobile technology into the inspections process; and (2) request for a Code Enforcement Officer position. Mr. Marshall reported an increase in number of building permits over last year with residential permits still outnumbering commercial permits. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board granted interim approval of the budget for Construction Standards, pending final approval following the public hearing on June 14. Commerce - Planning Jonathan Marshall, Commerce Director, presented the proposed Planning budget. He reported the budget contained a request for two new positions, an intern and a new planner. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and unanimously carried, the Board granted interim approval of the Planning budget, pending final approval following the public hearing on June 14. Commerce - Community and Economic Development Jonathan Marshall, Commerce Director, presented the proposed budget for Community and Economic Development. He responded to general questions on the purpose and eligibility requirements of the HOME and Weatherization programs. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board granted interim approval of the Community and Economic Development budget, pending final approval following the public hearing on June 14. Commerce - Environmental Protection Jonathan Marshall, Commerce Director, presented the proposed budget for Environmental Protection. He commented on the County's administration of local sediment and erosion control program in the City of Kannapolis. UPON MOTION of Vice Chairman Carruth, seconded by Chairman Carpenter and unanimously carried, the Board granted interim approval of the Environmental Protection budget, pending final approval following the public hearing on June 14. Commerce - Zoning Jonathan Marshall, Commerce Director, presented the proposed budget for zoning. He responded to questions on the amount and purpose of legal fees budgeted for the department. UPON MOTION of Vice Chairman Carruth, seconded by Chairman Carpenter and unanimously carried, the Board granted interim approval of the Zoning budget, pending final approval following the public hearing on June 14.
