June 6, 2005 (Work Session) Page 209 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, June 6, 2005, at 4:30 p.m. The time of the meeting had been delayed from 3: 30 p. m. due to the desire of Board members to attend a presentation ceremony at Oiles America Corporation. Present - Chairman: Carolyn B. Carpenter Vice Chairman: Robert W. Carruth Commissioners: Robert M. Freeman Joni D. Juba Coy C. Privette Also present were John D. Day, County Manager; Jr., County Attorney; Frankie F. Bonds, Clerk to Honeycutt, Deputy Clerk to the Board. Fletcher L. the Board; Hartsell, and Kay Chairman Carpenter called the meeting to order at 4:30 p.m. Chairman Carruth was not present for the beginning of the meeting. vice Commissioner Privette gave the invocation. Condemnation Process for the Acquisition of Land (Quay r. Stratton Property) for the New High School (Hickory Ridge High School) and Related Budget Amendment for the Additional $721,000 Funding Requirement On April 28, 2005, the Cabarrus County Board of Education adopted a resolution that authorized condemnation to acquire the following property for the site of the new Hickory Ridge High School: Parcell (104.839t acres) and Parcel 2 (0.140t acre) - Mr. and Mrs. Lloyd Quay, Jr. - $3,159,605.45 Parcel 3 (1.068t acres) and Parcel 4 (0.966t acre) - Mr. and Mrs. George F. Stratton, Jr. - $61,218.32 John Day, appropriating an high school. County Manager, distributed a proposed budget amendment additional $721,000.000 to purchase the land for the new Liz Poole, Chair of the Cabarrus County Board of Education, reported the proposed budget amendment of $721,000.00 was not the amount the School Board had anticipated based on the cost of the land and the amount of land to be acquired. School Board Member Wayne Williams presented information about the proposed school site and issues associated with the property acquisition. Highlights of his presentation included the following: (1) Site consists of 107.013 acres valued at $30,000.00 per acre, including the property in the floodplain; (2) The Schools need 67 acres for the school site and cannot just condemn the "good" property; (3) Purchase of this property was pursued because of the County's interest in the extra 40 acres for a greenway; (4) County staff had advised that funding from impact fees and/or interest from the bond money would be available to assist with the property purchase; (4) The Schools have $2 million budgeted for the land purchase and had anticipated an additional $1.2 million; and (5) Additional funding will be needed for soil remediation and for road improvements at the intersection of Stallings and Hickory Ridge Road. Further, Mr. Williams reported there had been discussions with the Town of Harrisburg about the possibility of the Town running a water line and constructing a road in exchange for a water tank site on the property. However, he stated Town officials had been less certain at the last meeting about the Town's involvement in the project. Also, Mr. Williams confirmed that the location is the logical place for the high school and cited the urgency in moving forward with the project in order for the high school to open in 2008. Fletcher L. Hartsell, Jr., County Attorney, stated the Schools could acquire just the "good" property but a survey would be needed to identify the "good" acres. He said the "good" acres were valued at $37,000.00 to $38,000.00 per acre with the remaining property valued at approximately one- half that amount. However, he stated the property was "blended" together for an average price of $30,000.00 per acre or a total of $3.2 million for the 107 acres.
