<br />June 7, 2005 - Recessed Meeting <br /> <br />Page <br /> <br />213 <br /> <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Tuesday, June 7, 2005, at 3:30 p.m. to continue <br />review of the proposed FY 2005-06 Cabarrus County Budget. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. <br />County Manager for Operations; <br />Administration; Frankie F. Bonds I <br />Deputy Clerk to the Board. <br /> <br />Day, County Manager; <br />Pam Dubois, Deputy <br />Clerk to the Board; <br /> <br />Mike Downs, Deputy <br />County Manager for <br />and Kay Honeycutt, <br /> <br />Chairman Carpenter called the meeting to order at 3:36 p.m. <br /> <br />Commissioner Freeman gave the invocation. <br /> <br />Appointments - Jury commission <br /> <br />Chairman Carpenter reported she had received a letter from Gene Morris, <br />Clerk of Court, requesting an appointment to the Jury Commission. She said <br />Phyllis Crump was eligible for reappointment. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board reappointed Phyllis Crump to the Jury <br />Commission for a two-year term ending June 2007. <br /> <br />Veteran Services <br /> <br />Lewis williams I Director I and Sharon Eury, Service Officer, presented <br />the proposed budget for Veteran Services. A request for an additional <br />Service Officer position was included in the proposed budget. Mr. Williams <br />reported the position was necessary to handle the increased workload caused <br />by the deployment of local guard units to the Middle East and the County's <br />close proximity to Veterans Administration (V.A.) hospitals and military <br />bases. He said the department currently serves over 13,000 veterans, not <br />counting their dependents. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board granted preliminary approval of the <br />Veteran Services budget as presented, pending final approval following the <br />public hearing on June 14. <br /> <br />Cooperative Extension <br /> <br />Debbie Bast, County Extension Director, introduced several staff <br />members in the audience and presented the proposed budget for Cooperative <br />Extension, including the 4-H Afterschool, Summer Fling and SOS <br />Goldminers/Pack programs. She reported on the Cooperative Extension <br />successes, including the donation of 35,634 hours by 451 volunteers and the <br />leveraging of county funds against State and Federal grants that generated an <br />additional $673,000.00 in funding. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board granted preliminary approval of the budget <br />for Cooperative Extension including the 4-H Afterschool, Summer Fling and SOS <br />Goldminers/Pack programs as presented, pending final approval following the <br />public hearing on June 14. <br /> <br />Rowan-Cabarrus Community College <br /> <br />Dr. Richard Brownell, Rowan-Cabarrus Community College (RCCC) <br />President, expressed appreciation for the County's leadership and support for <br />RCCC. He commented on RCCC's impact on the community in workforce development <br />and the new Business and Technology Center. He pointed out that RCCC was the <br />first community college to receive a national emergency grant in the amount <br />of $2.3 million from the Department of Labor. Further, Dr. Brownell reviewed <br />the findings of an economic benefits study performed by a national research <br />firm, CC Benefits, Inc., that showed RCCC has a huge economic impact on local <br />citizens and the community. Dr. Brownell also announced that college <br />officials were notified by the United States Department of Labor this morning <br />that RCCC has been named ~Number One in the Nation for Workforce Innovation" <br />
