<br />June 14, 2005 (Recessed Meeting) <br /> <br />Page 231 <br /> <br />1. He may transfer amounts between objects of expenditures and <br />revenues within a function without limitation. <br /> <br />2. He may transfer amounts up to $100,000 between functions of the <br />same fund. <br /> <br />3. <br /> <br />He may not transfer any amounts between funds <br />contingency appropriation within any fund without <br />Board of Commissioners. <br /> <br />nor from any <br />action of the <br /> <br />4. Additional authority is granted to the manager to transfer <br />amounts within and between funds for the sole purpose of funding <br />salary and benefits adjustments consistent with the Cabarrus <br />County Personnel Management Policy and the Cabarrus County <br />Personnel Ordinance. <br /> <br />5. He may enter into and execute change orders or amendments to <br />construction contracts in amounts up to $25,000 when the <br />appropriate annual budget or capital project ordinance contains <br />sufficient appropriated but unencumbered funds. <br /> <br />6. He may award and execute contracts which are not required to be <br />bid or which G.S. 143-131 allows to be let on informal bids so <br />long as the annual budget or appropriate capital project <br />ordinance contains sufficient appropriated but unencumbered <br />funds for such purposes. <br /> <br />7. <br /> <br />He may execute contracts with outside <br />document budgeted appropriations to such <br />A-248(b), 259, 449 and any similar <br />contracts. <br /> <br />agencies to properly <br />agencies where G.S. 15 <br />statutes require such <br /> <br />8. This ordinance and the budget documents shall be the basis for the <br />financial plan for the County of Cabarrus for the 2005-06 Fiscal <br />Year. The County Manager and the Budget Officer shall administer <br />the Budget. The Finance Director shall establish and maintain all <br />records, which are in concurrence with this Budget and Budget <br />Ordinance and the appropriate Statutes of the State of North <br />Carolina. <br /> <br />Adopted this the 14 of June, 2005. <br /> <br />/s/ Carolyn B. Bonds, Clerk to the Board <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board adopted the following Ordinance. <br /> <br />Ordinance No. 2005-06 <br /> <br />CABARRUS COUNTY BUDGET ORDINANCE <br />SPECIAL FIRE AND SERVICE DISTRICT TAXES FUND <br />FISCAL YEAR 2005-2006 <br /> <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br /> <br />Section I. <br /> <br />It is the intent of the Special Fire and Service District Taxes Fund to <br />provide necessary funds to local nonprofit volunteer fire departments in <br />unincorporated areas of Cabarrus County for the purpose of providing fire <br />protection. Upon recommendation from the local nonprofit volunteer fire <br />department and its appointed Fire commission, the Board of County <br />Commissioners does hereby levy the tax on Real, Personal and Public <br />Service property located in each specific designated fire or service <br />district. Such funds collected by the County Tax Collector are then <br />remitted to each fire department for the purpose of providing fire <br />protections to the specific taxed area. <br /> <br />Section II. <br />
