<br />June 14, 2005 (Recessed Meeting) <br /> <br />Page 223 <br /> <br />accredited local health departments in the State; (2) Added three physicians <br />for pediatric and maternity care services; (3) School nurse in each of the <br />County's Schools; (4) Bioterrorism Ready Public Health Department; (5) <br />Expanded Communicable Disease Program; (6) Expanded environmental health <br />services to achieve 100 per cent inspection rate for restaurants; and (7) <br />Added three dentists and constructed new dental health clinic at The Village. <br /> <br />Pam Dubois, Deputy County Manager, advised that the $16,000.00 <br />previously allocated to the Cabarrus Health Alliance for the Wellness Program <br />had been transferred back to the County for FY 2006. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board granted preliminary approval of the <br />Cabarrus Health Alliance funding request, pending final approval following <br />the public hearing. <br /> <br />Cabarrus Tourism Authority <br /> <br />Ann Sternal, Executive Director of the Convention and Visitors Bureau, <br />presented the FY 2006 budget request. She highlighted the following items: <br />increased revenue from the occupancy tax; enhancement of the sports marketing <br />program; creation of a sports marketing council; and additional <br />marketing/advertising to increase tourism between the races at Lowes Motor <br />Speedway. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board granted preliminary approval to the <br />Convention and visitors Bureau's FY 2006 budget request, pending final <br />approval following the public hearing. <br /> <br />Cabarrus Arts Council <br /> <br />Noelle Scott, Executive Director of the Cabarrus Arts Council, Inc., <br />thanked the Board for the County's annual $26,000.00 contribution for the <br />past six years and highlighted activities of the Council. She explained the <br />Arts Council serves as an umbrella organization to all arts organizations, <br />provides grant programs to local groups and supports individual artists in <br />Cabarrus County. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board granted preliminary approval to the <br />$26,000.00 contribution to the Cabarrus Arts Council for FY 2006, pending <br />final approval following the public hearing. <br /> <br />John Day, County Manager, presented the proposal to move the Arts <br />Council's offices into the Historic Courthouse. He stated this would provide <br />the opportunity for the Historic Courthouse to be used more by the public and <br />open the door for visual arts and possibly performing arts activities in the <br />future. <br /> <br />There was brief discussion regarding the use of the Historic Courthouse <br />by the Arts Council and the coordination of the use of the facility for other <br />County-related activities. <br /> <br />The Board by consensus authorized the County Manager to move forward <br />with developing a lease agreement with the Cabarrus Arts Council for the <br />Historic Courthouse. <br /> <br />Spay Neuter Assistance Program <br /> <br />Pam Dubois, Deputy County Manager, reviewed the budget for the <br />spay/Neuter Improvements for Pets (SNIP) Program, which was included as a <br />part of the Department of Social Services (DSS) budget. <br /> <br />Chairman Carpenter explained the spay/neuter program was created to <br />address the problem of pet overpopulation in Cabarrus County. The DSS staff <br />issues vouchers to individuals meeting eligibility criteria and the vouchers <br />are taken to local veterinarians who perform the spay/neuter procedure at a <br />cost of $50.00 or $60.00 for a spay/neuter/rabies vaccination. The North <br />Carolina Department of Health and Human Services Spay/Neuter Program then <br />reimburses the County the $50.00 for the spay/neuter procedure. The County <br />pays for the $10.00 for the rabies vaccination. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board granted preliminary approval for the spay/ <br />Neuter Assistance Program funding proposal, pending final approval following <br />the public hearing. <br />
