<br />June 14, 2005 (Recessed Meeting) <br /> <br />Page 225 <br /> <br />Schools Funding <br /> <br />As requested by the Board on June 13, the following representatives <br />from the two schools systems were present: Liz Poole, Chairman of the <br />Cabarrus County Board of Education; Dr. Joanne Byerly, Kannapolis City <br />Schools Superintendent; and will Crabtree, Director of Financial Operations <br />for Kannapolis City schools. <br /> <br />Mr. Crabtree reported that Kannapolis City Schools (KCS) had determined <br />that it could move $62,330.00 of the $187,000.00 in copier expenses from <br />Current Expense to Capital. This increased the amount transferred from <br />Current Expense to Capital to a total of $276,983.00. <br /> <br />There was discussion concerning ADM funding and ways to provide the <br />additional funding to KCS for opening and operating the new middle school. <br />The possibility of KCS using some of its fund balance for this purpose was <br />discussed, but there was general agreement that it would not be good policy <br />to use fund balance for continuing expenses. During discussion, Me. Poole <br />pointed out that the County Schools had received no funding for expansion <br />items for the past four years. <br /> <br />The possibility of giving an additional $500,000.00 to the Schools was <br />discussed. After preliminary ADM calculations by Pam Dubois, Deputy County <br />Manager, it was determined this would result in $823,094.00 total new school <br />funds, with CCS to receive $475,037.00 in new money and KCS to receive <br />$348,058.00 in new money. This would leave an estimated $291,710.00 in the <br />Contingency line item. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board gave preliminary approval for $823,094.00 <br />in new school funds with an estimated $475,037.00 to Cabarrus County Schools <br />and an estimated $348,058.00 to the Kannapolis City Schools, pending final <br />approval following the public hearing. <br /> <br />Talbert Farm Road <br /> <br />Chairman Carpenter suggested that the Board reconsider its action on <br />May 23 to leave the name "Talbert Farm Road" in place for an easement off <br />Irish Potato Road. She said some residents objected to the road name and had <br />advised of discrepancies in the way the footage was calculated in the <br />original petition. Further, she stated that two residents reported they had <br />signed a petition for the road to be named "Tater RoadY and the petition had <br />been changed to "Talbert Farm Road" without their knowledge. <br /> <br />There was discussion regarding the road name, including the inability <br />of residents to come to an agreement about a road name and emergency response <br />concerns. Those members voting for the motion on May 23 declined to make a <br />motion to reconsider the matter. <br /> <br />Recess of Heeting <br /> <br />At 5:55 p.m., the Board recessed the meeting and moved to the <br />Commissioners' Meeting Room. <br /> <br />Chairman Carpenter reconvened the meeting in the Commissioners' Meeting <br />Room at 6:02 p.m. Attorney Todd Phillips joined the Board at that time. <br /> <br />Budget Public Hearing <br /> <br />Chairman Carpenter stated the Board had scheduled the budget public <br />hearing on this date as there were a number of issues scheduled for the <br />meeting on June 20 and a large crowd was expected at that time. She said no <br />one wanted a tax increase and asked those speaking during the public hearing <br />to try to be specific about particular items/amounts to be cut. <br /> <br />Chairman Carpenter opened the public hearing at 6:03 p.m. and stated <br />that each person would have five minutes to present comments to the Board. <br />The Notice of the Public Hearing was published in THE INDEPENDENT TRIBUNE on <br />June 3, 2005. <br /> <br />Arthur Summers of Hess Road objected to the tax increase. He stated he <br />had obtained 207 individual names on a petition during a three-day period <br />asking the Board to vote "noY on a tax increase. He also complained that the <br />meeting was not being televised. <br /> <br />Harold Smith, resident of 108 Edinburg Drive in Kannapolis, stated the <br />19 percent tax increase was unacceptable to taxpayers and he had received 338 <br />
