<br />July 14, 2005 - Regular Meeting <br /> <br />Page <br /> <br />277 <br /> <br />Mr. Day stated it would be appropriate for the County to pay a portion <br />of the study, if the County plans to utilize the facility for such uses as a <br />library, satellite office for the Department of Social Services, etc. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board directed the County Manager to send a <br />letter on the Board's behalf to the Town of Midland asking for the proposed <br />uses for a community center at the former Bethel Elementary School. <br /> <br />Information about proposed uses and cost-sharing for the feasibility <br />study will be brought back to the Board. <br /> <br />(G-6) <br /> <br />Odell Replacement School and Odell Youth League Ball Fields <br /> <br />John Day I County Manager I presented the following information <br />concerning the Odell Replacement School and the Odell Youth League Ball <br />Fields: (1) The site assessment for the new Odell Elementary School off <br />Harris Road found the site to be problematic due to bad topography, <br />floodplains and wetlands; (2) The current Odell School site includes several <br />ball fields used by the Odell Recreation Association (ORA); (3) Tentative <br />plans were to build replacement ball fields for the ORA at the new school <br />site on Harris Road; (4) The ball fields would have to be terraced with grade <br />differences as much as 20 feet, and the parking and concession stand would be <br />a considerable distance from the fields; (5) Based on these facts, the Odell <br />Recreation President, Larry Ensley, has requested the County secure land at <br />another location to construct the replacement ball fields; and (6) with the <br />growing population in the Odell area and because of its proximity of the city <br />limits of Kannapolis and Concord, the opportunity exists to develop a jointly <br />funded park project. <br /> <br />By consensus, the Board asked staff to work with the Odell Recreation <br />Association and the cities of Concord and Kannapolis to identify a site for a <br />park generally in the Odell area and to develop a financing plan for its <br />construction. <br /> <br />vice Chairman Carruth asked the public to provide information to the <br />County Manager about any potential site in the Odell Community for placement <br />of the ballfields. <br /> <br />(G-7) Lease Agreement for Use of the Former County Vehicle Service Garage by <br />the Cabarrus County Schools <br /> <br />John Day, County Manager, reported the Cabarrus County Board of <br />Education has requested use of the former County service garage located on <br />Union Cemetery Road. The School Bus Garage, which is located adjacent to the <br />former service garage site, is no longer large enough to service Schools' <br />fleet of vehicles. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the lease agreement with the <br />County Schools for the former County Vehicle Service Garage and authorized <br />the County Manager to execute the lease agreement on behalf of the County. <br /> <br />(G-8) <br /> <br />Cabarrus Arena and Events Center - Food and Beverage Contract <br /> <br />Mike Downs, Deputy County Manager, reported staff approached SMG, the <br />management firm for the Arena and Events Center, to submit a proposal to <br />provide the food and beverage service at the Arena. Eurest, Inc., the <br />current food and beverage provider, has been operating at a deficit for last <br />three years and its current contract does not provide any incentive for the <br />contractor to operate efficiently or provide quality service. Further, he <br />said the SMG food and beverage proposal begins to show a profit in the first <br />year and includes incentives. Mr. Downs recommended the County notify <br />Eurest, Inc. of plans to discontinue its contract and accept the proposal <br />from SMG. <br /> <br />Mr. Downs responded to a number of questions regarding the current <br />contract with Eurest, Inc. and upcoming events at the facility. Mr. Downs <br />reported there are no penalties associated for terminating the Eurest <br />contract, but a notice of 120 days is required. He advised that the study by <br />Glen Petty regarding the potential use of the Arena for equestrian events <br />will be available next month. <br /> <br />commissioner Privette asked if a pub was going to be opened at the <br />Arena. <br />
