<br />August 8, 2005 - Work Session / Recessed Meeting <br /> <br />Page <br /> <br />285 <br /> <br />Upfit for the Human Services Building and related budget amendment on the <br />Consent Agenda for the regular August 15 meeting of the Board. <br /> <br />Jim Cook, Social Services Director, responded to questions concerning <br />recent security-related incidents that occurred at the Department. He stated <br />the law enforcement presence at the facility would cut down on response time <br />in the event of an emergency. <br /> <br />There was brief discussion regarding a safety assessment of all County <br />buildings, including the implementation of security measures, the requirement <br />for employee identification badges and a safety education program for <br />employees. Arrangements will be made for issuing identification badges to <br />all Board members. <br /> <br />HOME Consortiwn <br /> <br />Cabarrus County entered into a HOME Consortium with the City of Concord <br />and a number of other jurisdictions for the purpose of obtaining housing <br />rehabilitation funds from HUD (Housing and Urban Development). A renewal <br />resolution and contract to continue the program for the next five years is <br />required. <br /> <br />UPON MOTION of vice Chairman Carruth, seconded by Chairman Carpenter <br />and unanimously carried, the Board approved the Resolution and associated <br />contract for participation in the HOME Consortium, and authorized execution <br />of the contract subject to review by the County Attorney. The Resolution as <br />adopted by the Board was as follows: <br /> <br />Resolution No. 2005-23 <br /> <br />RESOLUTION AUTHORIZING THE CHAIRMAN OF THE BOARD OF COMMISSIONERS <br />OF THE COUNTY OF CABARRUS <br />TO ENTER INTO A JOINT COOPERATION AGREEMENT EXTENDING <br />THE CABARRUS/IREDELL/ROWAN HOUSING CONSORTIUM <br /> <br />WHEREAS, the County of Cabarrus, North Carolina has determined that <br />the health and welfare of its jurisdiction may benefit from increasing the <br />availability of safe, affordable and standard housing; and <br /> <br />WHEREAS, the County of Cabarrus has determined that providing safe, <br />affordable, and standard housing will benefit work force productivity and <br />area economic developmenti and <br /> <br />WHEREAS, a cooperative approach to providing housing in Cabarrus, <br />lredell and Rowan counties will avoid duplication of effort and promote more <br />effective delivery of housing services; and <br /> <br />WHEREAS, a consortium of local governments may be entitled to receive <br />funds from the U. S. Department of Housing and Urban Development, that they <br />would be unqualified to receive individually, and <br /> <br />WHEREAS, Title II of the Cranston-Gonzalez National Affordable Housing <br />Act makes provisions whereby units of general local governments may enter <br />into cooperation agreements and form consortia to undertake or assist in <br />undertaking affordable housing pursuant to the HOME Investment Partnership <br />Program; and <br /> <br />WHEREAS, the County of Cabarrus, North Carolina, along with the other <br />units of general local governments, with the City of Concord as the lead <br />entity, ~sire to form the Cabarrus/Iredell/Rowan Housing Consortium to <br />undertake or assist in undertaking affordable housing under Title II of the <br />Cranston-Gonzalez National Affordable Housing Act; and <br /> <br />WHEREAS, Article 20 <br />Statutes authorize units <br />agreements with each other <br /> <br />of <br />of <br />in <br /> <br />Chapter 160A of the North Carolina General <br />local government to enter into contracts or <br />order to execute any undertaking; and <br /> <br />NOW, THEREFORE, be it resolved by the Board of Commissioners of the <br />County of Cabarrus that: <br /> <br />1. The County of Cabarrus hereby <br />Cabarrus/Iredell/Rowan Housing <br />Board of Commissioners of the <br />execute an agreement with the <br />purpose local government in <br />sustain this Consortium; and <br /> <br />supports the continuation of the <br />Consortium. The Chairman of the <br />County of Cabarrus is authorized to <br />other participating units of general <br />Cabarrus/lredell/Rowan counties to <br />
