<br />August 15, 2005 - Regular Meeting <br /> <br />page <br /> <br />301 <br /> <br />The motion by Commissioner Privette, and seconded by Commissioner <br />Freeman, to amend Vice Chairman Carruth's motion to state that the funds will <br />be set aside for improvements for equestrian events at the Cabarrus Arena and <br />Events Center failed with Commissioners Freeman and Privette voting for and <br />Chairman Carpenter, vice Chairman Carruth and Commissioner Juba voting against. <br /> <br />F-12) Frank Liske Park - Soccer Complex Field Maintenance/Upfit and Related <br />Budget Amendment <br /> <br />Commissioner Freeman questioned the proposed budget amendment <br />appropriating $200,000.00 to perform facility improvements at the Frank Liske <br />Park Soccer Complex. <br /> <br />Mr. Day reported the Board had agreed at an earlier Agenda work session <br />to consider the request by Fe Carolina Alliance (former Cabarrus Soccer <br />Association) to use priority pledge payments to make improvements at the Soccer <br />Complex. Further, the Board had generally agreed to Option 2, which was to <br />phase renovations and facility improvements with priority use pledge payments <br />over a two-year period (up to $100,000.00 per year for the next two years). A <br />budget amendment allocating the requested funds for this project had been <br />prepared for the Board's consideration. <br /> <br />Pam Dubois, Deputy County Manager, reported the remaining pledge payments <br />of $200,000.00 were to pay for the soccer fields that have already been <br />completed. She explained that approval of the funding request and adoption of <br />the budget amendment would appropriate $200,000.00 of "new" County money for <br />improvements to the soccer fields. <br /> <br />UPON MOTJ:ON of Chairman Carpenter, seconded by Commissioner Freeman and <br />unanimously carried, the Board agreed to ask Fe Carolina Alliance to continue <br />to make its Priority Use Pledge payments as scheduled. <br /> <br />There was brief discussion regarding the needed improvements to the <br />soccer fields and the economic impact of soccer tournaments in Cabarrus County. <br /> <br />F-1S) Extension of Contract with Fletcher L. Hartsell, Jr., for Attorney <br />Services <br /> <br />Chairman Carpenter clarified that there was not a "contract" with <br />Fletcher Hartsell for attorney services and that his interim appointment as <br />County Attorney ends on August 31. <br /> <br />Commissioner Privette commented on the attorney selection process and <br />objected to seeking firms from Charlotte to serve as County Attorney. He said <br />the County Manager has spent eight or nine months on this issue and has not <br />been successful. <br /> <br />UPON MOTJ:ON of Commissioner Privette, seconded by Commissioner Freeman <br />with Vice Chairman Carruth and Commissioners Freeman, Juba and Privette voting <br />for and Chairman Carpenter voting against, the Board appointed a new selection <br />committee, consisting of Chairman Carpenter and Commissioners Freeman and <br />Privette, to report back to the Board at the regular meeting in September <br />concerning the position of County Attorney. <br /> <br /> <br />There was brief discussion regarding the appointment of three Board <br />members to the committee and the Open Meetings Law. Mr. Hartsell clarified <br />that any committee appointed by the Board is subject to the Open Meetings Law. <br /> <br />(G) NEW BUSINESS <br /> <br />(G-1) Rural Operating Assistance Program (ROAP) Application - Public Hearing - <br />6:30 p.m. <br /> <br />Randy Bass, Transportation Director, reported the Board held a public <br />hearing at its April 2005 meeting to receive public comments on the Rural <br />Operations Assistance Program (ROAP) Grant application. However, he stated the <br />Public Hearing Notice was not published in a local newspaper as required and a <br />second public hearing must be held at this time. The ROAP Grant will provide <br />funding for the following programs: Elderly/Disabled Transportation Assistance <br />program (EDTAP) $71,691.00; Work First - $7,135.00; and the Rural General <br />Purpose (RGP) activities - $50,189.00. <br /> <br />At 10:31 p.m., Chairman Carpenter opened the public hearing on the Rural <br />Operating Assistance Program (ROAP) funding. The Public Hearing Notice was <br />published in THE INDEPENDENT TRIBUNE on August 1, 2005. <br />
