<br />August 19, 2005 - Recessed Meeting/Retreat <br /> <br />Page <br /> <br />308 <br /> <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Helms Dining Hall at Camp T. N. Spencer, 3155 Rimer Road, <br />Concord, North Carolina, on Friday, August 19, 2005, at 11:30 a.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. <br />County Manager for operations; <br />Administration; Frankie F. Bonds I <br />Public Information Officer. <br /> <br />Day, County Manager; <br />Pam Dubois, Deputy <br />Clerk to the Board; <br /> <br />Mike Downs, Deputy <br />County Manager for <br />and Aimee Hawkins, <br /> <br />Chairman Carpenter called the meeting to order at 11:35 a.m. <br /> <br />vice Chairman Carruth gave the invocation. <br /> <br />Jail Project - Construction Manager at Risk <br /> <br />John Day, County Manager, reported that staff had attempted to address <br />the issues concerning the Construction Manager at Risk (CM at Risk) delivery <br />method raised by Commissioner Privette at the last meeting and outlined in a <br />letter received some time ago. He highlighted the following: (1) The Attorney <br />General's Office advised that no opinion had been issued about any eM at Risk <br />problem; (2) The university system, which is the primary user of this <br />delivery method, has been pleased with its success; and (3) Tarboro Community <br />College officials indicated they were satisfied with the CM at Risk delivery <br />method but had experienced problems associated with changing architects half <br />way through its construction project. Finally, Mr. Day advised that a number <br />of the Board members met recently with officials of Turner Construction, <br />which was the recommended eM at Risk for the Jail and Law Enforcement Center <br />project. <br /> <br /> <br />Commissioner Privette stated he was impressed with Turner Construction, <br />but questioned who would be protecting the County's interest in the project. <br /> <br />Commissioner Freeman stated the need to involve local contractors in <br />the project. <br /> <br />There was lengthy discussion regarding the CM at Risk delivery method. <br />Issues addressed included the following: Differences between an owner's <br />representative and a CM at Risk; Advantages of the CM at Risk delivery <br />method; Establishment of a guaranteed maximum price with Turner Construction; <br />Bidding the project; and Benefits of having Turner Construction involved in <br />the design and preconstruction phase of the project. <br /> <br />The Board by consensus agreed to continue discussion of this issue at <br />the conclusion of the retreat. <br /> <br />Chairman Carpenter recessed the meeting at 12:25 for lunch. <br /> <br />Chairman Carpenter reconvened the meeting at 1:05 p.m. <br /> <br />Planning Retreat - Health, Education and Human Service Issues <br /> <br />Joining the Board at this time were the following: Jim Cook, Social <br />Services Director; Dan Coughlin, Chief Executive Officer of piedmont <br />Behavioral Healthcare; Mike Murphy, Aging Director; Chasity Schooley, Aging <br />Program Coordinator; william F. pilkington, Chief Executive Officer of <br />Cabarrus Health Alliance; Charles Phillips, Chairman of the Public Health <br />Authority; Dr. Harold Winkler, Cabarrus County Schools superintendent; <br />Jeanette Trexler I County Schools; Dr. Jo Anne Byerly, Kannapolis Schools <br />superintendent; and Ellen Boyd, Kannapolis City Schools. <br /> <br />John Day, County Manager, briefly reviewed the purpose of the retreat, <br />specifically to discuss critical cross cutting issues in the areas of health, <br />human services and education and to discuss the Board's role in bringing <br />local groups and agencies together to address these community problems. He <br />introduced Philip Boyle of Leading and Governing Associates as the <br />facilitator for the planning session. <br /> <br />Mr. Boyle gave a brief update on the long-range planning and visioning <br />initiative by the North Carolina Association of County Commissioners. The <br />process is focusing on the role of the counties, the involvement of the <br />
