<br />September 19, 2005 (Regular Meeting) <br /> <br />Page <br /> <br />328 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Caharrus County Governmental <br />Center in Concord, North Carolina on Monday, September 19, 2005, at 6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Jeni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, <br />County Attorney i Frankie F. Bonds, <br />Deputy Clerk to the Board. <br /> <br />County Manager; Fletcher L. Hartsell, Jr., <br />Clerk to the Board; and Kay Honeycutt, <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Girl Scout Senior Troop 2810 of Forest Hill United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were <br />Collette Kinane, Elizabeth Price, Christina McAdams and Allie Pelkie. <br /> <br />Reverend Norbert F. Hahn, Ph.D., of Mt. Hermon Lutheran Church gave the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes as written for the <br />following meetings: May 31, June 2, June 6, June 7, June 13 and June 14, 2005. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />UPON MOTION of Commissioner Privette, seconded by commissioner Freeman <br />and unanimously carried, the Board approved the Agenda with the following <br />additions: Old Business - E-6 (Lease with the Cabarrus Arts Council, Inc., for <br />Use of the Historic Courthouse) and Appointments - H-3 (Appointment to the <br />Tourism Authority) . <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />Chairman Carpenter stated all thoughts and prayers were <br />of Hurricane Katrina and urged individuals to contribute <br />efforts through the American Red Cross, Salvation Army, etc. <br /> <br />with the victims <br />to local relief <br /> <br />(C-1) 2004-2005 Ralph Ketner Employee Productivity Awards Program Recognition <br /> <br />Chairman Carpenter reported a group of County employees received a Ralph <br />Ketner Employee Productivity Award at the N. C. Association of County <br />Commissioners Conference for the SNIP (Spay/Neuter Improvements for Pets) <br />Program. She stated the employees have decided to donate the $1,000.00 to the <br />Humane Society of Concord and Greater Cabarrus County (for support of the <br />Cabarrus Spay and Neuter Clinic), Cabarrus CARES (for support of the Kitty City <br />Program) and the Cabarrus County Spay and Neuter Program (for support of <br />vaccinations). Chairman Carpenter presented checks to Karin Britt of the Humane <br />Society, Patsy Beeker of Cabarrus CARES and Deputy County Manager Pam Dubois. <br /> <br />Both Ms. Britt and Ms. Beeker expressed appreciation to the employees for <br />the contribution. Ms. Beeker thanked DSS for screening for the SNIPS program, <br />the local veterinarians for their cooperation and the Board for sponsoring the <br />program. <br /> <br />(C-2) Presentation to Commissioners, Manager and Deputy Managers from the N.C. <br />Cooperative Extension <br /> <br />Debbie Bost, cooperative Extension Director, reported the recent 2005 <br />County Fair went well and was well received in the community. <br /> <br />Ms. Bost presented calculators to Board members, the County Manager and <br />the Deputy County Managers as tokens of appreciation for the cooperation and <br />partnership by the Board and the County with N.C. State university and N.C. A&T <br />University. <br /> <br />Further, Ms. Bost commented on the recent County Commissioners Conference <br />and the Horn of Plenty display focusing on "Knowledge is Power." The successful <br />Agribusiness and Environmental School Days program in Cabarrus County was <br />highlighted with over 2,800 sixth grade students participating in the event. <br />
