C. General Statute 105-378(a) "Use of Remedies Barred" states that <br />no county or municipality may maintain an action or procedure to enforce any <br />remedy provided by law for the collection of taxes or the enforcement of any <br />tax liens unless the action or procedure is instituted within 10 years from the <br />date the taxes became due. The amount of Insolvents is as following: 1994 <br />($63,591.80) 325 records; and 1995 ($49,648.81) 358 records. <br /> <br />UPON MOTION of Commissioner privetteJ seconded by Commissioner Juba and <br />unanimously carried, the Board approved the write off of outstanding taxes for <br />the fiscal years 1994 and 1995. <br /> <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(H-1) Library Board of Trustees <br /> <br />The terms of appointment for Joseph St. John (Concord) and Peggy Chandler <br />(Kannapolis) have expired. Ms. Chandler did not seek reappointment. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board reappointed Joseph St. John (Concord), <br />subject to the concurrence by the Concord City Council, and appointed William <br />Charles McKinley, Jr., (Kannapolis) to a three-year term on the Library Board <br />of Trustees. The terms of appointment will end July 31, 2008. <br /> <br />(H-2) Transportation Advisory Board <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter and <br />unanimously carried, the Board appointed Cindy Hall (Department of Aging) to <br />the Transportation Advisory Board to complete an unexpired term ending June 30, <br />2006. <br /> <br />Ms. Hall will fill the position previously held by Marie Reid-Moore who <br />is no longer employed by the Department of Aging. <br /> <br />(H-3) Tourism Authority <br /> <br />Roger Haas, who was appointed to the Planning and Zoning Commission in <br />August 2005, has resigned from Seat Number 6 on the Tourism Authority. <br />Pursuant to the Local Act establishing the Authority, the Cabarrus Regional <br />Chamber of Commerce submitted the following names for consideration: Kim Wray, <br />Dan Farrell and Toni Morris. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette and <br />unanimously carried, the Board appointed Kim Wray (Seat Number 6) on the <br />Tourism Authority to complete an unexpired term ending December 31, 2006. <br /> <br />(I) REPORTS <br /> <br />(None) <br /> <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br /> <br />Commissioner Juba expressed concern about the placement of literature on <br />the seats in the Commissioners' Meeting Room by an individual attending the <br />meeting. She questioned the possibility of adopting some type of policy to <br />prohibit this in the future. <br /> <br />There was general discussion regarding the First Amendment, the use of <br />the Commissioners' meeting as a platform for municipal candidates and the need <br />to conduct business in a professional manner. <br /> <br />(K) WATER & SEWER DISTRICT OF CABARRUS COUNTY - REGULAR MEETING <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board moved to recess the meeting until the <br />conclusion of the Water and Sewer District meeting. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the regular meeting was reconvened at 10:32 p.m. <br />
