<br />September ~9, 2005 (Regular Meeting) <br /> <br />Page <br /> <br />333 <br /> <br />Postponement of Agenda :Items <br /> <br />The Board agreed to postpone the following items to a meeting at 6: 00 <br />p. m. on September 29: (E-2) Resolution Establishing Statement of Purpose to <br />Address Health, Education and Human Service Issues Facing Cabarrus County; (E- <br />4) Adequate Public Facilities Phasing of Developments; and (E-5) County <br />Attorney Appointment. <br /> <br />Danny Bast, who was in <br />announcing the postponement of <br />present since 6:30 p.m. <br /> <br />the <br />the <br /> <br />audience, complained about the <br />items. He stated that persons <br /> <br />delay in <br />had been <br /> <br />(E-2) Resolution Establishing Statement of Purpose to Address Health, Education <br />and Human Service Issues Facing Cabarrus County <br /> <br />(postponed until September 29, 2005) <br /> <br />(EC3) Feasibility Study - Former Bethel Elementary School <br /> <br />Jonathan Marshall, Commerce Director I reported a Request for Proposals <br />(RFP) for the Feasibility Assessment and Pre-Design Services for the former <br />Bethel Elementary School was sent out on September 2. Submittals in response <br />to that RFP were received from the following firms: Alley Williams Carmen & <br />King, Inc.; Griffin Architecture, PAi j3h Architecture + Builders; Morris-Berg <br />Architects; MBAJ Architecture; and Yates-Chreitzberg-Hughes Architects. Mr. <br />Marshall recommended the selection of Yates-Chreitzberg-Hughes as they proposed <br />to do the study as a "project of community service" and at no charge to the <br />County. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter and <br />unanimously carried, the Board agreed for Yates-Chreitzberg-Hughes to complete <br />the feasibility assessment of the former Bethel Elementary School. <br /> <br />(E-4) Adequate Public Facilities - Phasing of Developments <br /> <br />(Postponed until September 29, 2005) <br /> <br />(E-5) County Attorney Appointment <br /> <br />(Postponed until September 29, 2005) <br /> <br />(E-6) Lease with the Cabarrus Arts Council, Inc., for Use of the Historic <br />Courthouse <br /> <br />Mike Downs I Deputy County Manager I briefly reviewed the proposed Lease <br />with the Cabarrus Arts Council for use of the Historic Courthouse. The lease <br />will be for a term of five years, unless terminated upon mutual consent of both <br />parties, and will be automatically extended for five additional years. As a <br />condition to the five additional years, the Arts Council will make a number of <br />improvements, including a PA system, light system and curtains for the <br />auditorium, at a value of not less than $75,000.00. <br /> <br />There was brief discussion regarding the five-year term of the lease, <br />termination with notice after the initial term and the agreement by the Arts <br />Council to make improvements to the facility. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried I the Board approved the Lease Agreement with the <br />Cabarrus Arts Council I Inc., for use of the Historic Courthouse as presented <br />and authorized the County Manager to execute the Lease Agreement on behalf of <br />Cabarrus County. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-l) Tax Refund and Release Reports - August 2005 <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Juba and <br />unanimously carried, the Board approved the August 2005 Release-Refund report <br />as submitted by the Tax Administrator and granted authority to the Tax <br />Collector to process the refunds and releases. <br /> <br />RELEASES FOR THE MONTH OF: August 2005 <br /> <br />$141,938.24 <br /> <br />BREAKDOWN OF RELEASES: <br />COUNTY <br />CITY OF CONCORD <br /> <br />$125,844.05 <br />$4,708.72 <br />
