<br />October 28, 2005 - Recessed Meeting <br /> <br />Page <br /> <br />384 <br /> <br />Discussion of Future Use of Property of the Corner of Union and Corban after <br />the Existing Building is Demolished and Construction of the Jail Annex is <br />Completed <br /> <br />John Day, County Manager I discussed the future use of the property at <br />the corner of Union Street and Corban Avenue and how to get public input in <br />determining that use. He suggested that a charette be planned and a concerted <br />effort be made to notify persons in the community of the event. Notification <br />options included the use of the network delivery system by the Residents of <br />Historic Concord, use of the City's email network with neighborhood <br />organizations and the posting of a sign on the property. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized the County Manager to plan for <br />a charette concerning the future use of the property at the corner of Union <br />Street and Corban Avenue. <br /> <br />Property Acquisition - Discussion with Adjacent Property Owners <br /> <br />Chairman Carpenter asked to add to the Agenda a report by the County <br />Manager regarding discussions with adjacent property owners about the <br />acquisition of additional property for the Jail proj ect. The Board voted <br />unanimously to add the report to the Agenda. <br /> <br />John Day, County Manager, described property in the vicinity of or <br />adjacent to the proposed Jail site, specifically those areas off Washington <br />Lane and South union Street. He reported that he and staff had met with <br />property owners regarding the possible purchase of property to be used as <br />addi tional buffer and for the placement of additional screening. Mr. Day <br />estimated the additional property at approximately three to five acres and <br />stated it would be acquired through a voluntary process. He stated the <br />required buffer yard for the project is 15 feet and the additional property <br />would increase that fourfold. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Chairman Carpenter <br />and unanimously carried, the Board authorized the County Manager to put <br />together a proposal for the additional property purchase and landscaping plan <br />for the Jail project. <br /> <br />This information is to be presented to the Board as soon as the <br />property surveys are completed and the necessary information is available. <br /> <br />Update on Construction Contract <br /> <br />John Day, County Manager, reported the County Attorney and Fenton T. <br />Erwin/ Jr" a construction attorney/ were reviewing a proposed contract with <br />Turner Construction Company for the construction manager at risk services. <br />Information regarding this contract will be provided to the Board as soon as <br />possible. <br /> <br />Selection of Exterior Treatment of West Facing (Union Street, south Fa9ade of <br />the Jail Annex <br /> <br />Earlier in the meeting, the Board had delayed action on the exterior <br />treatment for the Union Street fa9ade of the Jail Annex until a decision was <br />made regarding the Tribune Building. <br /> <br />Paul Bonsall with Ware Bonsall Architects reviewed the options for the <br />placement of the faux windows on the Annex. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and <br />unanimously carried, the Board moved to retain every other faux window for a <br />total of up to three as shown on Annex drawing presented by the architects/ <br />with the architects to determine the final number based on appearance. <br /> <br />Recess of Meeting <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board recessed the meeting at 6 :00 p.m. until <br />3:30 p.m. on November 7/ 2005, in the Multipurpose Room at the Governmental <br />Center. <br /> <br />J~j.~ <br /> <br />Clerk to the Board <br />
