Finally, he stated plans to vote in the next election and campaign <br />against any official who endorsed this project. <br /> <br />Bo Dickens, 65 Union Street North, Concord, asked Chairman Carpenter if <br />she lived downtown and how she could continue to push the Jail project when <br />so many people were against it. <br /> <br />Chairman Carpenter commented on ensuring the safety of children and the <br />need to make sure that any type of predator was in jail where they need to <br />be. <br /> <br />Mr. Dickens objected to Chairman Carpenter's response, stating it was a <br />political answer that did not suffice. He said children do not need to see <br />bail bondsmen or convicts downtown. Further I he asked each Board member if <br />they lived in Concord and questioned how they could support a project that so <br />many people were opposed to. <br /> <br />Board members responded as to their residency. Chairman Carpenter <br />stated she would further address the comments by Mr. Dickens at a later time. <br /> <br />Bonnie Stillwell of Afton Village commented on a letter to the editor <br />that was published in THE CONCORD STANDARD. She said the proposed Jail had <br />divided the town into a prison mentality and that it was time for the <br />citizens of Concord to choose their side. Ms. Stillwell stated the citizens <br />should vigorously object to the Jail project or sit back and watch the city <br />be placed in the domain of a Jail mindset. <br /> <br />David Bryant, resident of 194 S. Union Street, stated the Jail, if <br />built, should be large enough to house the vagrants at the Concord Library. <br />He expressed safety concerns for those going to the library and stated it was <br />a travesty that the County Commission would spend so much time on the Jail <br />when there were so many quality of life issues that should be addressed. <br /> <br />with there being no one else to address the Board, Chairman Carpenter <br />closed that portion of the meeting at 7:12 p.m. <br /> <br />(E) OLD BUSINESS <br /> <br />(B-1) Amendment to Purchase and Sale Agreement by and between Cabarrus County <br />and Allen Craven LLC for the Purchase of the Former Cabarrus Bank/First Union <br />Building <br /> <br />Fletcher L. Hartsell, Jr., County Attorney, reported the Board at its <br />November 17th meeting agreed to amend the Purchase and Sale Agreement, dated <br />August 15, 2005, and extend the Due Diligence Date an extra 90 days for the <br />purchase of the former Cabarrus Bank/First Union Building. This extension <br />would be subject to Allen Craven LLC withdrawing the Termination Notice dated <br />November 10, 2005. The proposed Amendment to the Purchase and Sale Agreement <br />would formalize the November 17th action and included the following: <br /> <br />(1) The Termination Notice shall be, and the same hereby is <br />considered withdrawn, nunc pro tunc to the 14th day of November, <br />2005. <br />(2) Paragraph 4, entitled the "Closing" shall be amended so as to <br />define the Final Closing Date as being on or before the date two <br />hundred ten (210) days after the Effective Date. <br />(3) Paragraph 5(c) shall be amended so as to define the Due Diligence <br />Date as being that date which is one hundred eighty (180) days <br />from the Effective Date. <br /> <br />Chairman Carpenter asked to be recused due to her employment with <br />Wachovia Bank. <br /> <br />UPON MOTION of Commissioner Juba, seconded by Commissioner Freeman with <br />vice Chairman Carruth and commissioners Freeman, Juba and Privette voting <br />fori the Board recused Chairman Carpenter from the vote. <br /> <br />UPON MOTION of Commissioner Juba, seconded by Commissioner Freeman with <br />vice Chairman Carruth and Commissioners Freeman I Juba and Privette voting for <br />and Chairman Carpenter abstaining I the Board approved the Amendment to the <br />Purchase and Sale Agreement, dated August 15, 2005, with Allen Craven LLC for <br />the former Cabarrus Bank/First Union Building as presented. Further, the <br />Board authorized the County Manager to execute the Amendment on behalf of <br />Cabarrus County. <br />
