<br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter
<br />and unanimously carried, the Board adopted the following budget amendment:

<br />BUDGET AMENDMENT/AMENDMENT REQUEST

<br />DEPARTMENT OF SOCIAL SERVICES
<br />AMOUNT: $456,000.00
<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: Increase revenue for Child Welfare (5630) to reflect
<br />over-realized funds from new CPS positions. Increase revenue for CAP (5650)
<br />to reflect under projection of revenue. Use of increased revenue of $100,000
<br />to support increase in Child Day Care appropriation. In addition, request
<br />supplemental increase to budget of $356,000 to cover cost of maintaining
<br />children currently receiving day care for the remainder of the fiscal year.
<br />without additional funding, children will have to be terminated from day care
<br />services.

<br />(F-3) Cabarrus County Public Library "Food for Fines" Annual Program
<br />
<br />In 2003 and 2004, the Cabarrus County Public Library conducted "Food
<br />for Fines," a program in which the Library branches accepted food items in
<br />payment for fines for overdue library materials. The Library proposed to
<br />offer this program in 2005, during the two-week period from November 28
<br />through December 10, 2005, and requested that the program be designated an
<br />annual library project.
<br />
<br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter
<br />and unanimously carried, the Board approved the Library "Food for Fines"
<br />program to be conducted annually during the two-week period following
<br />Thanksgiving.

<br />(F-4) Juvenile Crime Prevention Council Programs Budget Amendment
<br />(Reduction in Funds by the NC Department of Juvenile Justice and Delinquency
<br />Prevention)
<br />
<br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter
<br />and unanimously carried, the Board adopted the following budget amendment and
<br />authorized the Chairman to execute the program agreements.

<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: During the 2005 Session, the NC General Assembly reduced
<br />allocations by 2.5% for the Department of Juvenile Justice and Delinquency
<br />Prevention. The Cabarrus Council for DJJDP met in October and decided to
<br />reduce all programs by the 2.5% State reduction. This budget amendment
<br />reallocates these funds accordingly.
