<br />December 5, 2005 (Work Session) <br /> <br />Page <br /> <br />426 <br /> <br />Christenbury Consent Agreement on the December 19th agenda as a New Business <br />item. <br /> <br />Portrait Homes Consent Agreement <br /> <br />Jonathan Marshall, Commerce Director, reported Portrait Homes had <br />agreed to sell a parcel of land with improvements to the County Schools for a <br />school site at a cost of $1.7 million. Portrait Homes had estimated the <br />value of the land and improvements at $2,060,750.00 and had asked that the <br />County credit that difference towards any adequacy liability. The Board had <br />approved that concept at its October 15th meeting. Mr. Marshall advised that <br />an overall review of prices resulted in a total project cost of <br />$1,970,681.00, which would lower the credit toward school adequacy by <br />$100,000.00. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board agreed to place the Portrait Home Consent <br />Agreement on the Consent Agenda for the Decemher 19th meeting. <br /> <br />Renovations to Construction Standards Work Area/Budget Amendment <br /> <br />Jonathan Marshall, Commerce Director, stated the inspectors can now <br />make and update inspections from the field using the Blackberry communication <br />device and no longer need desks at the office. He outlined the following <br />proposed renovations to the construction standards work area: work station <br />for each of the four building trades; a plan review room; and offices for the <br />Plan Reviewer and the Erosion Control Supervisor. Construction costs will be <br />funded through revenues. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carpenter <br />and unanimously carried, the Board moved to place the budget amendment for <br />renovations to the construction standards work area on the Consent Agenda for <br />the Decemher 19th Agenda. <br /> <br />Request for Funding to Transport Jail Inmates to Other Facilities <br /> <br />John Day, County Manager, reported on recent correspondence from the <br />State Jail Inspector who was insistent about the County reducing the numher <br />of inmates in the Jail. He stated Alamance County has agreed to provide up <br />to 100 beds to house Cabarrus inmates. The cost will be $50.00 per day per <br />inmate with an average of 30 to 40 inmates to be housed each day at the <br />Alamance facility. This would reduce the numher of people in Jail equal to <br />125 percent of capacity or about 177 inmates. <br /> <br />UPON MOTION of Chairman Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board agreed to put the request for funding to <br />transport jail inmates to other facilities on the December 19th Agenda as a <br />New Business item. <br /> <br />Mr. Day compared the cost and time associated with building the Annex <br />and housing the inmates in Alamance County. Also, he stated it would be more <br />efficient to have the beds in one building rather than in the Annex and the <br />housing unit. Mr. Day stated this would be an issue for the Board to <br />consider. <br /> <br />BuS Garage for Cabarrus County Schools <br /> <br />John Day, County Manager, reported the County Schools are currently <br />using a part of the former County service garage located adjacent to the <br />school bus garage on Union Cemetery Road. The School Board has determined <br />that this would be a better location and more centrally located for a new <br />school bus garage than property next to the School Administrative Office. The <br />School Superintendent has submitted a written request for the Schools to use <br />part of the County property for the construction of a new bus garage. <br /> <br />There was brief discussion regarding the old Bethel Elementary School <br />and the possibility of some type of trade for the two properties. Mr. Day <br />stated a feasibility study on future uses of the old school building will be <br />presented at the December 19th meeting. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to place the bus garage for the <br />County Schools on the January agenda as a New Business item. <br /> <br />Issues Relating to Moving the Cline and Propst Houses <br />
