<br />December 19, 2005 - Regular Meeting <br /> <br />Page <br /> <br />430 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 19, 2005, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; Frankie F. Bonds, Clerk <br />to the Board; and Kay Honeycutt, Deputy Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Girl Scout Troop 1365 of Mt. Pleasant Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Sara Johnson, <br />Rachel Palko, Callie Reardon and Hannah Palko. <br /> <br />Reverend Roxanne K. Almond of Boger's Chapel united Methodist Church <br />Carruth gave the invocation. <br /> <br />Resignation of the County Attorney <br /> <br />Chairman Carpenter read the following letter that had been hand <br />delivered by Fletcher L. Hartsell, Jr., to the Clerk this afternoon (December <br />19) : <br /> <br />With sincere thanks for having been given the opportunity to have <br />served the Board of County Commissioners and the citizens of <br />Cabarrus County for more than 20 years, and the trust and <br />confidence the Board has reposed in me as legal counsel, I hereby <br />tender my resignation as Cabarrus County Attorney, effective <br />immediately. <br /> <br />With kindest regards and best wishes, I am <br /> <br />Sincerely yours, <br />HARTSELL & WILLIAMS, PA <br />/s/ Fletcher L. Hartsell, Jr. <br />Fletcher L. Hartsell, Jr. <br /> <br />Chairman Carpenter stated the County Manager would work to find legal <br />counsel for the County. <br /> <br />(A) APPROVAL OF CORRECTION OF MINUTES <br /> <br />UPON MOTiON of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of September 1, <br />September 9, September 12, September 19, and September 29, 2005, as written. <br /> <br />(B) BOARD ORGANIZATION <br /> <br />Chairman Carpenter turned the meeting over to John Day, County Manager, <br />who presided over the organization of the Board. <br /> <br />(B-1) Election of Chai~an <br /> <br />Mr. Day called for nominations for the position of Chairman. <br /> <br />Commissioner Carpenter nominated Commissioner Carruth. <br /> <br />Commissioner Privette nominated Commissioner Freeman. <br /> <br />with there being no further nominations, Mr. Day closed nominations and <br />called for a vote on the nomination of Commissioner Carruth. <br /> <br />Voting for - Commissioners Carpenter, Carruth and Juba. <br />Voting against - Commissioners privette and Freeman <br /> <br /> <br />Mr. Day stated Commissioner Carruth had been elected Chairman. He <br />turned the meeting over to Chairman Carruth. <br /> <br />(B-2) Election of Vice-Chairman <br />
