<br />December 19, 2005 - Regular Meeting <br /> <br />Page <br /> <br />456 <br /> <br />The terms of appointment for Scott Barringer, Roy Casper, Annie Louise <br />Hoover I Jack Moore and Linda McDonald end on December 31, 2005. The Advisory <br />Board has recommended the reappointment of Scott Barringer and Jack Moore and <br />the appointment of Ben Lowder, Sr., Cecilia Aube and Jenoal Blackwelder to <br />fill the other positions. Also, the Advisory Board recommended the <br />appointment of Jerry Shinn to fill the unexpired term created by the <br />resignation of Emma Rogers. <br /> <br />UPON MOTION of vice Chairman Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board reappointed Scott Barringer and Jack Moore and <br />appointed Ben B. Lowder, Sr., Cecilia Aube and Jenoal Blackwelder to the <br />Department of Aging Advisory Board for three-year terms ending December 31, <br />2008. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Freeman <br />and unanimously carried, the Board appointed Jerry V. Shinn to the Department <br />of Aging Advisory Board to complete an unexpired term ending December 31, <br />2006. <br /> <br />(I-2) Centralina Council of Government - Delegate and Alternate Delegate <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Chairman Carruth and <br />unanimously carried, the Board reappointed Commissioner Privette as Delegate <br />and Commissioner Carpenter as Alternate Delegate to the Centralina Council of <br />Governments for 2006. <br /> <br />(I-3) Juvenile Crime prevention Council <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Carpenter <br />and unanimously carried, the Board appointed Deborah G. Bost to fill a vacant <br />at-large position on the Juvenile Crime Prevention Council (JCPC) as <br />recommended by the JCPC. Ms. Bost's term will end June 30, 2007. <br /> <br />(I-4) Trans ortation Adviso <br />Committee of the MPO <br /> <br />Committee and Trans ortation Coordinatin <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Freeman and <br />unanimously carried, the Board reappointed Commissioner Carpenter as the <br />County's representative and Chairman Carruth as the alternate to the <br />Cabarrus-Rowan Urban Area Metropolitan Planning organization (MPO) <br />Transportation Advisory Committee (TAC) and appointed the County Commerce <br />Director (or his designee) to the MPO Technical Coordinating Committee (TCC). <br /> <br />(I-5) Tourism Authority <br /> <br />The terms of appointment for Frank Lapsley (Seat 1 - At large), John E. <br />Littlefield (Seat 2 _ Tourism Authority) and Aubie Cook (Seat 3 - Chamber of <br />Commerce) end on December 31, 2005. The Tourism Authority and Cabarrus <br />Regional Chamber of Commerce submitted a list of recommended nominees for <br />Seats 2 and 3, respectively. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board reappointed Frank Lapsley (Seat <br />1) to the Tourism Authority for a three-year term ending December 31, 2008. <br /> <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Carpenter and <br />unanimously carried, the Board reappointed John Mills (Seat 2) and Dan <br />Farrell (Seat 3) to the Tourism Authority for a three-year term ending <br />December 31, 2008. <br /> <br />(I-6) Parks and Recreation Commission <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed Holly Blackwelder <br />(Cabarrus School Board representative), James Morrison (Township 11) and <br />Randy Cauthen (Township 4) to the Cabarrus County Parks and Recreation <br />Commission for a 3-year term ending January 31, 2009. <br /> <br />(J) REPORTS <br /> <br />(J-l) Appointment Reporting to the Secretary of State for the Period July 1, <br />2004 to June 30. 2005 <br /> <br />The Gender-proportionate Appointment Reporting for the period of July <br />1, 2004 _ June 30, 2005 as required by North Carolina General Statute 143-157 <br />was included as part of the Agenda. <br />
