With an expected
investment of $25 million and 50-80 jobs, we felt this was an
opportunity which deserved our best effort. The Harrisburg Town
Council passed the motion 6-1. This opportunity is significant to
our Town and to Cabarrus County, and we ask for your support by also
endorsing the County incentive grant.

Carl L. Parmer, Town Administrator
Tim Hagler, Mayor
Harrisburg Town Council

In the absence of a representative from Stanley Logistics, Inc. (a wholly
owned subsidiary of Stanley Works), Mr. Ewing presented the company's plans to
expand its 625,000 square feet of distribution space on Stanley Drive in
Kannapolis. The company currently employs 289 people in the distribution of
tools, doors and other hardware ~hroughout the country. Stanley is planning a
300,000 square foot addition with a real estate investment of approximately $10
million and equipment of approximately $2.8 million. The company is expected to
employ 50 new full-time employees at an average wage of $15.00 per hour with 50
new contract labor jobs at $11.53 per hour. Finally, Mr. Ewing advised the
company is considering locations in Ohio, Georgia and Tennessee for a similar
facility. The company is eligible for a Cabarrus Incentive Level 1 Grant at 75
percent or approximately $233,635.93.

Mr. Ewing reported that the municipalities of Harrisburg, Kannapolis and
Concord have approved the local municipal grant incentives for the companies
located in their respective jurisdictions.

At 7:04 p.m., Chairman Freeman opened the public hearing on the incentive
grants for the following companies: National Tour, Inc., Perdue Farms, Inc.,
Prairie Packaging, Inc., and Stanley Logistics, Inc. The Notice of the Public
Hearing was published in THE INDEPENDENT TRIBUNE and THE CHARLOTTE OBSERVER
(Cabarrus Neighbors) on January 15, 2004.

There was no one present to address the Board, and Chairman Freeman closed
the public hearing.

Commissioner Carruth questioned the inclusion of the Harrisburg Fire
District tax in the Prairie Packaging incentive grant. The other projects fall
under municipal fire protection by the cities of Concord and Kannapolis.

Mr. Mike Downs, Deputy County Manager for Operations, reported the fire
district tax has been included in previous incentive agreements along with the
municipal and county taxes. Harrisburg Volunteer Fire and Rescue has asked that
the fire tax be excluded from the Prairie Packaging incentive grant agreement in
order for the department to get its full benefit of tax revenue.

Mr. Day stated the fire district tax has been included in previous
incentive grant agreements and/or included in the calculation of the incentive
grants paid to the companies. He explained the grant would not apply to the
Harrisburg fire tax as the proposed grant agreement is currently worded. If the
Board wishes to include the fire district tax, he stated the proposed agreement
would need to be amended.

Mr. Ewing confirmed that the computations for the Prairie Packaging were
based on the County and Town of Harrisburg property tax and did not include the
Harrisburg fire district tax.

After discussion, the Board generally agreed that the Harrisburg fire
district tax should be excluded and took no action to include it in the proposed
incentive grant agreement for Prairie Packaging.

UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Privette and
unanimously carried, the Board approved the incentive grants for National Tour,
Inc., Perdue Farms, Inc., Prairie Packaging, Inc., and Stanley Logistics, Inc.,
as presented and authorized the execution of the appropriate agreements with each
of the companies consistent with the Cabarrus County Industrial Development Grant
Program.

(H-4) Zonin~ Text Amendment [Petition C2003-03(T)] - Public Hearing - 6:30 p.m.

Mr. Rodger Lentz, Planning Manager, presented the proposed Zoning Text
Amendment [Petition C2003-03(T)] to add Retail Sales as a Permitted by Standards
Use in the Agricultural and Open Space District. He reviewed the suggested
standards associated with the site plan, location, lighting, maximum square
footage, signage and outside storage. Mr. Lentz reported the Planning and Zoning
Commission had voted unanimously to approve the text amendment with the removal
