The second attorney would be responsible for the child support work currently done under contract and also spend a major portion of time doing work for child welfare services. The salary and benefit cost of a second full-time staff attorney is estimated at approximately $72,754.00. Commissioner Privette, Commissioner member of the Social Services Board, reported the Social Services Board had unanimously agreed to the request as the members felt it was the best use of taxpayer funds. Chief District Court Judge William G. Hamby, Jr., spoke in support of the second staff attorney position. He stated that contract legal services have been excellent but that a second staff attorney dealing with child welfare cases would improve efficiency in the use of court time. Mr. Day, Mr. Hartsell, Mr. Cook and Judge Hamby responded to a number of questions by Commissioner Carpenter regarding insurance issues associated with the staff attorney position. It was noted that the staff attorney would be an employee of the County, thus representing Cabarrus County rather than the parents. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and unanimously carried, the Board approved the second attorney position at the Department of Social Services and adopted the following budget amendment appropriating funds for that position. The position will be allocated 75% in the Child Welfare Services and 25% to the Child Support Program. The position will not generate additional revenues. FY 2005 Contracted Legal Fees appropriations will not be required; therefore, providing the necessary funding for the Attorney position. He stated the Planning and Zoning Commission had requested an outside agency to review those applications due to the technical issues involved with that type of facility. The cost of those services would be borne entirely by the applicant. Mr. Lentz also presented a proposed Resolution adopting an Interim Application Process for wireless telecommunications facilities. Mr. Mickey Williams, with Trigon Engineering and representing The Center for Municipal Solutions, presented background information on Trigon and the engineering expertise it would provide in reviewing the wireless telecommunications facility applications, including propagation studies, RF emissions, structural integrity of the tower, etc. He explained company
