Freeman <br /> <br />Chairman, Board of Commissioners <br /> <br />(G-10) Closed Session Minutes <br /> <br /> Chairman Freeman reported Mr. Hartsell had advised that a Closed Session <br />to consider the draft Closed Session minutes regarding the Systel litigation <br />would not be necessary if the Board members have had the opportunity to review <br />the draft minutes and there are no changes. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board approved and sealed the minutes/general accounts <br />of Closed Sessions on January 27, March 17, April 21, June 16, September 15 (B), <br />October 20 (B), October 27 (B) and November 17 (B), 2003, regarding the Systel <br />litigation. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board unsealed the minutes/general accounts for those <br />Closed Sessions as they relate to the Systel litigation on October 20 and October <br />27, 2003, and released that portion of those minutes/general accounts to the <br />Clerk for certification to the Clerk of Superior Court. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board delegated authority to the County Manager and/or <br />the County Attorney to unseal the minutes/general accounts of the remainder of <br />those identified meetings, [January 27, March 17, April 21, June 16, September 15 <br />(B) and November 17 (B), 2003] and release as appropriate pursuant to North <br />Carolina General Statute 143-318.10(e). <br /> <br />(H) APPOINTMENTS TO BOARDS ~ COMMITTEES <br /> <br />(H-l) Firemen's Relief Fund Trustees <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed the following individuals as <br />Firemen's Relief Fund Trustees as recommended by their respective fire <br />departments: Allen - Edwin C. Phillips; Cold Water - John A. Walker; Flowes Store <br />- Debbie Kiser; Georgeville - Aubrey "Short" Barbee; Harrisburg - Thomas D. <br />Libhardt; Jackson Park - Archie Coble; Midland - Michel Tucker; Mt. Mitchell - <br />Earl Wise; Mt. Pleasant - Joni Juba; Northeast - Sylvia Coley; Odell - Keith <br />Clark; Rimer - Randy Buckwell. Ail appointments were for terms of two years <br />ending January 31, 2006. <br /> <br />(H-2) Industrial Facilities and Pollution Control Financing Authority <br /> <br /> The terms of appointment for Casey L. Mauney and Steven H. Smith ended <br />January 10, 2004. Mr. Mauney has completed one term of six years and Mr. Smith <br />is completing an unexpired term. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board reappointed Steven H. Smith to the Industrial <br />Facilities and Pollution Control Financing Authority and appointed Robert L. <br />Pierce, Jr. to the Authority. Both terms of appointments were for six years <br />ending January 10, 2010. <br /> <br /> (H-3) Planning and Zoning Commission <br /> <br /> The terms of appointment for Miki Lingafelt {Townships 10/11), A. Eugene <br />Divine {At-large), Danny Benton (Townships 3/4) and Fred L. Brown (Alternate) end <br />on January 31, 2004. Ail have served less than six consecutive years. It was <br />reported that Ms. Lingafelt did not seek reappointment as the Township 10/11 <br />member at this time. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter <br />and unanimously carried, the Board reappointed A. Eugene Divine (At-Large), Danny <br />Benton (Townships 3/4) and Fred L. Brown (Alternate) and appointed Deborah K. <br />Slivensky (Townships 10/11) to the Planning and Zoning Commission. Ail <br />appointments were for terms of three years ending January 31, 2007. <br /> <br /> <br />
