He asked the Board to think ahead to 2054 when <br />the County's population is projected at 400,000 and to identify some issues <br />facing the County at that time. The Board identified the following issues: <br />(1) Where to put 400,000 persons; (2) Adequacy of water supply; (3) <br />Demographics of new residents; (4) Employment opportunities; (5) Terrorism; <br />(6) Debt Service; (7) Need to be flexible; (8) Relationship between the State <br />and local governments; (9) Need for a comprehensive transportation plan, <br />including roads, greenways, public transit and mass transit; (10) Air <br />quality; (11) Disposal of garbage; (12) Waste water treatment facilities; <br />(13) Stormwater issues; and (14) Social Services costs. During the <br />discussion, Mr. McCoy emphasized the importance of starting policies that <br />will address such critical issues as water, economy and schools. The Board <br />discussed the possibility of establishing community centers at the schools as <br />well as the possibility of buying land now for future schools. Mr. McCoy <br />pointed out that the location of schools is one of the most important <br />decisions a county can made as growth will occur where the schools are built. <br /> <br /> Mr. McCoy then asked Board members what they would like to see in <br />Cabarrus County in 2054. Responses included the following: (1) Better roads <br />and facilities; (2) Orderly development; (3) Character; (4) Style and grace; <br />(5) Effective transportation planning; (6) Mixed-use development; (7) High <br />tech industry, such as aerospace related activities; (8) Lead the region in <br />educational achievement; (9) Have the jobs and quality of life to keep <br />educated people in the county; (10) Diverse economy, specifically a good <br />mixture of clean industrial, office, small business and retail; (11) <br />Distinguishing Cabarrus County from other counties in the region (i.e., <br />marketing business); (12) Growth of tourism; and (13) Cabarrus County as a <br />business and travel destination in the southeastern United States, including <br />youth sports events, major league baseball, expanded motorsports and heritage <br />tourism. <br /> <br />Recess of Meeting <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth <br />and unanimously carried, the meeting was recessed at 8:45 p.m. until 8:30 <br />a.m. on Saturday, January 31, 2004, in the Community Board Room at Barber <br />Scotia College. <br /> <br />Clerk to the Board <br /> <br /> <br />
