March 27, 2004 Page 408 <br /> <br /> During the discussion, Mr. Day acknowledged that the development <br />standards are different in the County and the cities. However, he pointed out <br />that none of the existing ordinances in any of the three jurisdictions would <br />accomplish the type of development desired in the Northwest Area. He urged <br />the officials not to focus on the differences but to focus on what they want <br />to see the area become. <br /> <br /> Mr. McCoy suggested that the elected officials of the County, Concord <br />and Kannapolis charge their managers to get together within ten days and <br />bring back a proposal as to how to move ahead together in developing a vision <br />and plan for Northwest Cabarrus County. <br /> <br /> Mr. Benshoff advised that the City of Concord and Cabarrus County are <br />involved in litigation with a mediated conference scheduled for April 13 and <br />14. He suggested that discussion of the various issues could occur at that <br />time. <br /> <br /> Mr. Day stated the lawsuit does have implications, but pointed out the <br />Northwest Area is a distinct area. He suggested that discussion on the plans <br />for the Northwest Area could proceed even though there is pending litigation <br />involving the City and County. <br /> <br /> There was general consensus by officials from Cabarrus County, the City <br />of Concord and the City of Kannapolis to direct the managers to move ahead <br />with putting together a proposal for the development of a vision and plan for <br />Northwest Cabarrus County. <br /> <br />Comments by Chairman Freeman <br /> <br /> Chairman Freeman thanked Mr. McCoy for facilitating the Northwest Area <br />Planning Summit. He also thanked everyone in attendance for their <br />participation in this planning event and commented on the importance of <br />working together and having a positive attitude. <br /> <br />Recess of Meeting <br /> <br /> Chairman Freeman recessed the meeting at 12:55 p.m. until 6:00 p.m. on <br />Monday, March 29, 2004, for a joint meeting with Harrisburg Town Council, <br />Harrisburg Town Hall, 4100 Main Street, Suite 101, in Harrisburg, North <br />Carolina. <br /> <br />Clerk to the Board <br /> <br /> <br />
