May 17, 2004 Page 468 <br /> <br />IV. <br /> <br />Funds reserved for surveying, right of way acquisition <br />acquisition, road additions, contingencies, overdrafts, <br />and paving entrances to certified fire departments, rescue <br />squads, etc. <br /> Reserved <br /> <br />$110,740 <br /> <br />Grand Total $753,903 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following resolution <br />concurring with the proposed 2004-2005 Secondary Roads Construction Program <br />for Cabarrus County: <br /> Resolution No. 2004-15 <br /> <br />A RESOLUTION RELATIVE TO THE <br />2004-2005 SECOND,tRY ROADS CONSTRUCTION PROGRAM <br />FOR CAB~LRRUS COUNTY <br /> <br />WHEREAS, <br /> <br />the North Carolina Department of Transportation has submitted a <br />proposed 2004-2005 Secondary Roads Construction Program for <br />Cabarrus County in the amount of $753,903.00; and <br /> <br />WHEREAS, <br /> <br />representatives of the Department of Transportation in accordance <br />with North Carolina General Statute 136-44.8 met with the Board <br />of County Commissioners at a regular meeting of the Board on May <br />17, 2004, at 6:30 p.m. in the Commissioners' Meeting Room at the <br />Cabarrus County Governmental Center in Concord, North Carolina, <br />in order to present to and discuss with the Board and other <br />citizens present the proposed 2004-2005 Secondary Roads Program; <br />and <br /> <br />WHEREAS, <br /> <br />North Carolina General Statute 136-44.8 provides that the Board <br />of County Commissioners, after the presentation and discussion of <br />the annual Secondary Roads Program, may concur with the program <br />as proposed. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of Commissioners <br /> that said Board does concur with the 2004-2005 Secondary Roads <br /> Construction Program as presented by the North Carolina Department of <br /> Transportation and does recommend that the Board of Transportation <br /> adopt the proposed program for Cabarrus County. <br /> <br />Adopted this 17th day of May, 2004. <br /> <br />ATTEST: <br />/s/ Frankie F. Bonds, Clerk to the Board <br /> <br />(G-8) Annual Report - Cabarrus County Community Child Protection Team & <br />Cabarrus County Child Fatality Task Force <br /> <br /> Suzanne Knight, Chair of the Cabarrus County Child Fatality Task Force, <br />presented the 2002-03 annual report for the Task Force. She reported 26 <br />child fatalities, including the following: Thirteen (13) deaths related to <br />perinatal conditions, including prematurity; Six (6) deaths related to <br />congenital anomalies, or birth defects; Four (4) related to accidents; and <br />Three (3) related to illnesses. <br /> <br /> A~n Laukaitis, Chair of the Cabarrus County Child Protection Team, <br />presented the Team's annual report for 2002-03, including the following <br />numbers: 1,147 Reports; 255 Substantiated Reports; 22.23 Percent <br />Substantiated Reports; and 1,806 Children. She outlined the activities of <br />the Child Protection Team that included the review of child maltreatment <br />cases, education and public awareness efforts and advocating for children's <br />needs in the area of child protection. In conclusion, Ms. Laukaitis expressed <br />concern that substance abuse is a major contributing factor to the abuse or <br />neglect of children and stated the need for a community effort in addressing <br />that problem. <br /> <br /> Connie Polk of the Cabarrus County Department of Social Services <br />reported a major increase in the number of reports of child abuse and neglect <br />due to substance abuse and domestic violence. However, she said <br />investigation of causing factors did not substantiate a correlation between <br />unemployment and abuse. <br /> <br /> <br />
