He distributed the following listing.

Proposed Revisions to Cabarrus County Development Standards

Cabarrus County has developed proposed revisions to the County Development
Standards. Those standards include some items that are currently enforced
by the County or other appropriate agencies. The following list identifies
standards that have been altered or would be an addition to those the
County currently enforces:

1) 4 foot sidewalks for residential development shall be installed based on
development density.
a) In residential developments with average lot sizes between .51 and 1
acre sidewalks shall be installed on one side of all streets serving
more than 20 lots.
b) In residential developments with average lot sizes of ~ acre or less
sidewalks shall be installed on both sides of all streets.
c) In residential developments with sidewalks, required connections to
adjacent developments shall be reviewed during the subdivision review
process (examples of desired connections include schools, parks,
commercial developments and residential developments).

CURRENT STANDARD: In subdivisions with average lot sizes of 20,000
square feet mr less, 4 foot sidewalks are required on one side of all
streets serving 20 or more lots and on roads providing access to
recreation or common areas.

2) Non-residential development shall be required to meet the sidewalk
standards in the General Industrial, Limited Industrial, General
Commercial and Limited Commercial Zoning Districts. A waiver from the
sidewalk requirements may be granted by the Zoning Administrator where the
installation would not be reasonably tied to an existing or planned
pedestrian network. The decision of the administrator may be appealed to
the Planning & Zoning Commission. Sidewalks in non-residential areas shall
be required in the following locations:
a) On one side of all public streets directly adjacent to the developed
site;
b) On both sides of all interior public streets within the development;
c) Within the development to link buildings with the following:
i) Parking
ii) Adjoining streets
iii) Adjoining sidewalks
iv) Adjoining developments or amenities where appropriate pedestrian
connections should be reasonably accomplished

CURRENT STANDARD: There is no sidewalk requirement for non-residential
development.

3) Street trees shall be required in developments with average lot sizes of ~
acre or less. These trees shall meet the following requirements:
a) Street trees shall be installed at a standard of one shade tree per
fifty feet.
b) Shade trees must be 2" to 2.5" in caliper and 10' to 12' at the time of
planting.
c) Where overhead power lines prevent the installation of shade trees,
ornamental trees may be substituted. These ornamental trees must be
1.5" to 2" caliper for single stem trees or 1" to 1.5" for multi-stem
trees. Either type must be 6' to 8' in height at the time of planting.
d) The street trees shall be placed within a six (6) foot planting strip
located between the back of the curb and sidewalk.

CURRENT STANDARD: Trees are required along the edge of developments
adjacent to thoroughfares. No internal street trees are required.

4) Cul-de-Sac pavement radius shall be maximized (37' minimum) within the r/w
with an easement to accommodate any part of the street or utility
infrastructure not contained within the right-of-way so as not to affect
setbacks. Sidewalk shall be extended all around the bulb of the cul-de-
sac where density requires. A landscaped center is required and best
management practices for stormwater treatment are encouraged. Construction
typicals are being prepared for this.

CURRENT STANDARD: The NCDOT cul-de-sac radius requirement is 35 feet.
