He said Mr. Prewitt and Mr. <br />Cox had explained that the PAC was not connected to the EDC or the Chamber of <br />Commerce. <br /> <br /> UPON SUBSTITUTE MOTION of Commissioner Carpenter, seconded by <br />Commissioner Carruth with Commissioners Carpenter and Carruth and Chairman <br />Freeman voting for and Commissioner Privette and Vice Chairman Suggs voting <br />against, the Board approved the concept for the restructuring of the Economic <br />Development Corporation as presented with additional information as to the <br />budget, organizational structure, etc. and other revisions to come back to <br />the Board for final approval. <br /> <br />(G-l) 2001 Community Develo~ment Block Grant Scattered Site Housing Grant <br />Closeout - Public Hearing <br /> <br /> Kelly Sifford, Community Development Manager, reported $360,000.00 was <br />spent to rehabilitate 17 households and $40,000.00 was spent in the <br />administration of the 2001 CDBG Scattered Site Housing Grant. <br /> <br /> At 8:51 p.m., Chairman Freeman opened the public hearing regarding the <br />closeout of the 2001 Community Development Block Grant Scattered Site Housing <br />Grant. <br /> <br /> The Public Hearing Notice was published in THE INDEPENDENT TRIBUNE on <br />August 5 and 8, 2004 and in THE CHARLOTTE OBSERVER (CABARRUS NEIGHBORS) on <br />August 5 and August 8, 2004. <br /> <br /> There was no one present to address the Board, and Chairman Freeman <br />closed the public hearing. <br /> <br />(G-2) Request. for Funds by the cabarrus County Board of Education for the <br />Reconstruction of the Northwest Cabarrus' High School G~m and Two Classro6ms <br />a~d Relate~.Budget Amendment <br /> <br /> Pam Dubois, Deputy County Manager, presented the request from the <br />Cabarrus County Schools for $150,000.00 to complete the reconstruction of the <br />Northwest High School auxiliary gymnasium and two classrooms that burned in <br />January 2004. She reported funds of $179,419.00 were available in the COPS <br />II issue that could be used since the Northwest Middle School property was <br />collateralized in the issue and the high school and middle school were listed <br />as one site. <br /> <br /> Liz Poole, Chair of the Cabarrus County Board of Education, reported <br />the insurance settlement totaled $612,393.73 and a balance of $541,755.73 <br />remained after payment for temporary fencing, demolition and architectural <br />fees. She stated the $898,438.00 contract included the base bid of <br />$754,127.00 for the Auxiliary Gym and $144,311.00 for Alternative No. 1 <br />(Classroom Addition), resulting in a difference of $356,682.27. Ms. Poole <br />said the School Board would provide the remaining funds to construct the gym <br />and classrooms and pointed out a wrestling room, which had been discussed at <br />one time, Was not included in the construction cost. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board adopted the following budget amendment <br />appropriating $150,000.00 for the construction of the Northwest High School <br />auxiliary gym and two classrooms. <br /> <br /> BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF FINANCE <br />AMOUNT: $150,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To fund the Cabarrus County School request of <br />$150,000.00. This money will aid in the reconstruction of the Northwest High <br />School gym and two attached classrooms, which burned last year.
