August 16, 2004 Page 608 <br /> <br />· Where school facilities will not be adequate based on existing and <br /> projected enrollment, new development will be expected to address <br /> this inadequacy based on the cost incurred by Cabarrus County for <br /> school capital facilities. The Board of Commissioners may consider <br /> direct or indirect contributions to the adequacy of schools in the <br /> form of cash contributions, dedication of land in a suitable area <br /> based on the Cabarrus County Schools 15 Year Plan, or infrastructure <br /> improvements that will directly benefit school sites. A combination <br /> of these methods may also be considered. In no case shall the value <br /> of the contribution be less than 12.5% of the incurred capital cost <br /> of $8067 which is $1008. <br /> <br />· New development within the corporate limits of any of the cities and <br /> towns located in Cabarrus County shall also be subject to the <br /> adequacy review through the Cabarrus County Subdivision Requlations <br /> Chapter 4, Section 17 ~Adequate Public Facilities Standards," as <br /> provided for by Session Law 2004-39, House Bill 224, which became <br /> effective June 30, 2004. All new residential shall be reviewed for <br /> the adequacy of school facilities. This review shall include <br /> existing school capacity as well as the additional capacity of <br /> schools under construction or for which funding of construction has <br /> been approved. In addition, the review.shall include the existing <br /> enrollment and estimated enrollment based on previously approved <br /> development. Bonds, Clerk to the Board <br /> <br />.(G-10) Resolution Promoting Health Department Accreditation in North <br />Carolina <br /> <br /> Commissioner Carpenter reported the Cabarrus Health Alliance Board <br />adopted a resolution on August 10 in support of a mandatory system of <br />accreditation for health departments. She stated the Cabarrus Health <br />Alliance was one of six health departments in North Carolina to receive <br />accreditation on May 28, 2004. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board adopted the following resolution <br />promoting Health Department Accreditation in North Carolina. <br /> <br />Resolution No. 2004-29 <br /> <br /> RESOLUTION PROMOTING HEALTH DEPARTMENT ACCREDITATION IN NORTH CAROLINA <br /> <br />WHEREAS, the North Carolina'Public Health Task Force 2004 was established in <br />mid-2003 to study public health in North Carolina and to devise an action <br />plan to strengthen public health infrastructure, improve health outcomes, and <br />eliminate health disparities; and <br /> <br />WHEREAS, the six committees of the Task Force reflect the Task Force's six <br />focus areas: accreditation of state and local health departments; public <br />health structure and organization; public health funding; workforce <br />development and training; improving public health planning, resources and <br />health outcomes; and quality improvement and accountability; and <br /> <br />WHEREAS, the North Carolina Public Health Task Force 2004 recommendations on <br />accreditation are to establish state-level support for a mandatory system of <br />accreditation and to fund local health departments for the accreditation <br />process; and <br /> <br />WHEREAS, Cabarrus Health Alliance was one of six North Carolina health <br />departments.to be accredited on May 28, 2004. <br /> <br />THEREFORE, BE IT RESOLVED that Cabarrus County Board of Commissioners <br />supports the legislation enacted pilot accreditation process for local health <br /> <br /> <br />
