<br />November 15, 2004 <br /> <br />Page <br /> <br />681 <br /> <br />(I) REPORTS <br /> <br />(I-1) Cabarrus Count Parks and Recreation De artment - Annual Re ort FY <br />2003-2004 <br /> <br />The Board received the Cabarrus County Parks and Recreation Department - <br />Annual Report for FY 2003-2004 as submitted by Steve L. Little, Director of <br />Parks and Recreation. <br /> <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br /> <br />commissioner Privette commented on a recent meeting of the Cabarrus Focus <br />Group that included leadership of local governments in Cabarrus County. He <br />expressed concern that the Chairman, vice Chairman or the County Manager had <br />not been invited to that meeting. He requested a report from Commissioners <br />Carruth and Carpenter who had attended the meeting. <br /> <br />Commissioner Carruth stated it was a meeting of local citizens who <br />discussed future issues of the County. He stated he had presented the concept <br />regarding long-range funding of school facilities. Commissioner Carpenter <br />explained it was a very informal meeting that addressed a number of issues in <br />the County. As a result of that meeting, she stated a County summit is to be <br />convened to address a number of issues such as schools, road systems, <br />infrastructure, etc. <br /> <br />(K) WATER &. SEWER DISTRICT OF CABARRUS COUNTY - REGULAR MEETING <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth <br />and unanimously carried, the Board recessed the meeting of the Board of <br />Commissioners at 7:57 p.m. until the conclusion of the meeting of the Water <br />and Sewer District. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board reconvened the regular meeting <br />of the Board of Commissioners at 8:00 p.m. <br /> <br />(L) CLOSED SESSION <br /> <br /> <br />UPON MOTION of Chairman Freeman, seconded by Commissioner Privette and <br />unanimously carried, the Board moved to go into Closed Session to prevent the <br />disclosure of information that is privileged or confidential pursuant to <br />North Carolina General Statute (NCGS) 143-318.10(e) (approval of <br />minutes/general accounts of Closed Sessions), as authorized by NCGS 143- <br />318.11(a) (1); and to consult with the County Attorney to preserve attorney- <br />client privilege and to discuss pending litigation as authorized by NCGS 143- <br />318.11(a) (3). Further, the Board invited Martin Reidinger, Esquire, to join <br />the Board in Closed Session to discuss the pending litigation of Craft <br />Development and Morrison vs. the County. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved to come out of the Closed Session. <br /> <br />Approval and Sealing of Closed Session Minutes/General Accounts <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved and sealed the minutes/general <br />accounts of Closed Sessions held during the period December 2002 through <br />October 18, 2004; and delegated authority to the County Manager and/or County <br />Attorney to unseal the minutes/general accounts as appropriate, pursuant to <br />NCGS 143-318.10(e). <br /> <br />(M) RECESS OF MEETING <br /> <br />There being no further business to come before the <br />Freeman recessed the meeting at 10:08 p.m. until 7:00 p.m. <br />2004, in the Multipurpose Room at the Governmental Center. <br /> <br />Board, Chairman <br />on November 29, <br /> <br />J~g.~ <br /> <br />Clerk to the Board <br />
