Further, the <br />Board authorized the C unty Manager to execute the agreement on behalf of <br />Cabarrus County. <br /> <br /> <br />(G) NEW BUSINESS <br /> <br />ortation Pro ram 5311 Grant A lication <br /> <br />Public <br /> <br />James Sasser, Tr nsportation Director, reported the annual Community <br />Transportation Program 311 Grant provides 65 percent of the funding for the <br />Transportation Departme t. The Grant is the funding source of approximately <br />$145,000.00 for Admini trative expenses and approximately $185,500.00 for <br />Capital expenses. The equired County match for Administrative funding is 15 <br />percent of the grant aw rd and 10 percent match for the Capital amount award. <br /> <br />At 7:05 p.m., Cha'rman Freeman opened the public hearing on the FY 2005 <br />2006 Community Tra sportation Program Grant application. The Public <br />Hearing Notice was publ shed in THE INDEPENDENT TRIBUNE on November 5, 2004. <br /> <br />There was no one present to address the Board, and Chairman Freeman <br />closed the public heari g. <br /> <br />In response to q estions by the Board, Mr. Sasser reported the program <br />is operating at 75 perc nt of capacity with its existing fleet and staff as a <br />result of converting to 13-passenger vans to prevent a rollover situation. <br /> <br />UPON MOTION of Co missioner Carpenter, seconded by Commissioner Carruth <br />and unanimously carried the Board adopted the following resolution: <br /> <br />COMM ITY TRANSPORTATION PROGRAM RESOLUTION <br />Applicant Seeking Per ission to Apply for Community Transportation Program <br />Funding, Enter In 0 Agreement with the North Carolina Department of <br />Transportat'on And to Provide the Necessary Assurances. <br /> <br /> <br />Resolution No. 2004-45 <br /> <br />A motion was made by <br />Carruth for the adoptio <br />vote was duly adopted. <br /> <br />Commissioner Carpenter and seconded by Commissioner <br />of 'the following resolution, and upon being put to a <br /> <br />WHEREAS, Article <br />Statutes and the <br />North Carolina De <br />responsible for <br />transportation pr <br /> <br />2B of Chapter 136 of the North Carolina General <br />Governor of North Carolina have designated the <br />artment of Transportation (NCDOT) as the agency <br />administering federal and state public <br />jects; and <br /> <br />WHEREAS, the No Carolina Department of Transportation will <br />apply for a gr nt from the US Department of Transportation, <br />Federal Transit dministration and receives funds from the North <br />Carolina General.Assembly to provide assistance for rural public <br />transportation pr jects; and <br /> <br />WHEREAS, the pur ose of these transportation funds is to provide <br />grant monies to ocal agencies for the provision of rural public <br />transportation s rvices consistent with the policy requirements <br />for planning, co munity and agency involvement, service design, <br />service alternatives, training and conference participation, <br />reporting and ot er requirements (drug and alcohol testing policy <br />and program, dis dvantaged business enterprise program, and fully <br />allocated costs a alysis); <br /> <br />WHEREAS, Cabarru County hereby assures and certifies that it <br />will comply wit the federal and state Statutes, regulations, <br />executive order, Section 5333 (b) Warranty, and all <br />administrative r quirements which relates to the applications <br />made to and grants received from the Federal Transit <br />Administration, s well as the provisions of Section 1001 of <br />Title 18, U. S. C. <br /> <br />NOW, THEREFORE, e it resol ved that the County Manager of the <br />Board of Commissioners is hereby authorized to submit a grant <br />application for federal and state funding, make the necessary <br />assurances and c rtifications and be empowered to enter into an <br />
