January 7, 2003 Page 7 <br /> <br /> There was brief discussion regarding previous tax audits conducted by <br />Tax Management Associates, the method for selecting companies to be audited <br />and the fees to be paid for the audits. <br /> <br /> The motion by Commissioner Privette to instruct the Finance Department <br />to hire outside auditing firms to conduct business property tax audits that <br />need to be conducted died for lack of a second. <br /> <br /> The Board by consensus requested that Mr. Bennett prepare a proposal for <br />the January 27tn meeting concerning the hiring of an outside auditing firm to <br />conduct business personal property tax audits. <br /> <br />SELECTED CAPITAL COMMITMENTS (Excluding Schools) <br /> <br />Historic Courthouse <br /> <br /> Mr. Day outlined the need for work to be done at the Historic <br />Courthouse to prevent further deterioration of the facility. He recommended <br />that the funds appropriated this year for the purchase of new taxation <br />software be used to do the work, which is estimated at $250,000.00. Further, <br />Mr. Day suggested a possible future use of the facility would be office space <br />for the Parks and Recreation Department. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board agreed to use the funds appropriated for <br />new taxation software to do renovations at the Historic Courthouse. <br /> <br />Recreation Facilities <br /> <br /> Mr. Steve Little, Parks and Recreation Director, reviewed the proposal <br />to submit grant applications to help fund the development of Camp Spencer <br />Park and the Pharr Mill Road Park. He proposed an application to the North <br />Carolina Parks and Recreation Trust Fund for a grant of $250,000.00, with a <br />local match of $250,000.00, to develop Camp Spencer Park. He stated the <br />proposed project could be completed over a two-year period and would provide <br />a variety of new recreational opportunities, including picnicking, camping, <br />cabin camping, fishing, boating, volleyball and horseshoes. Further, Mr. <br />Little outlined the proposal to submit a Federal Land and Water Conservation <br />Fund Grant request for the development of passive recreational opportunities <br />at the Pharr Mill Road Park. The maximum grant request would be in the amount <br />of $500,000.00 with a local match of $500,000.00. These funds could be %sed <br />over a period of three years to construct the Pharr Mill Road Park. <br /> <br /> There was discussion regarding the planned recreational facilities in <br />the County and the possibility of a bond referendum for the development of <br />those facilities. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized the submission of the following <br />grant applications for the Camp T. N. Spencer Park and the Pharr Mill Road <br />Park. Further, the Board approved the "First Amendment to Modify and Amend <br />the Lease Agreement" between Cabarrus County and the Cabarrus County Boys and <br />Girls Club extending the term of the lease for Camp Spencer through June 30, <br />2028. <br /> <br />Camp Spencer Park - North Carolina Parks and Recreation Trust <br />Fund grant application in the amount of $250,000.00 with local <br />matching funds of $250,000.00 to be allocated over a two-year <br />period. <br /> <br />Pharr Mill Road Park - Federal Land and Water Conservation Fund <br />Grant in the amount of $500,000.00 with local matching funds of <br />$500,000.00 to be allocated over a three-year period. <br /> <br />Jail/Justice Center <br /> <br /> Ms. Janet Slack, Planner, presented a brief overview of the 2002 Jail <br />Facilities Study that addressed future growth needs and space requirements <br />for the Jail and Sheriff's Department. She pointed out that average daily <br />populations of the jail during 2002 are close to the Study's projected <br />numbers for 2005. Stating the increased jail population would have an impact <br />on the County's judicial resources, she proposed that Ware Bonsall Architects <br />complete a space needs study for the Courthouse at a cost of $29,800.00. The <br />study would inventory existing Courthouse space and determine future space <br />needs. <br /> <br /> <br />
