January 27, 2003 Page 27 <br /> <br /> After discussion concerning legal issues associated with Commissioner <br />Carpenter's proposal, the Board by consensus agreed to delay action until the <br />next meeting with the County Attorney to review the schedule for payment of <br />fines and bring a recommendation to the Board. <br /> <br />(E-20) Additions to the Job Classification Schedule for Part-Time Event Staff <br /> <br />at the Arena and Events Center <br /> <br /> There was brief discussion regarding the proposed part-time positions <br />at the Expo, including budgeted funds and savings that would be realized by <br />not using staff from a temporary employment agency. Approval will allow the <br />County to establish a pool of local part-time event staff. <br /> <br /> Mr. Mark Chappuis, Expo General Manager, confirmed that local civic and <br />school groups would still have the opportunity to work at the Expo as <br />fundraiser projects. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized the addition of the following <br />classifications to the Job Classification Schedule: Event Coordinator - Grade <br />62; Group Leader - Grade 58; Site Technician - Grade 56; Laborer - Grade 54; <br />Ticket Seller - Grade 54; and Event Worker - Grade 51. <br /> <br />(E-22) Proclamation - Warren C. Coleman Day (Februar~ 1) <br /> <br /> Commissioner Privette commented on the impact that Warren C. Coleman <br />made on Cabarrus County during his lifetime. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, Warren C. Coleman was born in Concord, North Carolina in 1849 <br />and lived most of his life here; and <br /> <br /> WHEREAS, Mr. Coleman was a business entrepreneur, including the <br />ownership of our Nation's first African American owned and operated textile <br />factory that was located at Highway 601 and Main Street in Concord; and <br /> <br /> WHEREAS, Mr. Coleman was a staunch supporter of education, assisting <br />such colleges and universities as Barber-Scotia College, Howard University, <br />Livingstone College and Shaw University; and <br /> <br /> WHEREAS, through the humanitarian efforts of Warren C. Coleman, the <br />social, political, economic and educational level of citizens in Cabarrus <br />County was improved; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim February 1, 2003 as <br /> WARREN C. COLEMAN DAY <br />in Cabarrus County to honor the memory and many accomplishments of Mr. <br />Coleman. <br /> <br />Adopted this the 27th day of January, 2003. <br /> <br />/s/ Robert M.
