January 27, 2003 Page 13 <br /> <br /> Ms. Pam Dubois, Assistant Finance Director, recognized Mr. Blair <br />Bennett, Deputy County Manager for Administration/Finance Director, on his <br />retirement. Mr. Bennett began employment with Cabarrus County on January 1, <br />1977 and will retire January 31, 2003. <br /> <br /> Each Board member commended Mr. Bennett for the excellent job he has <br />done for Cabarrus County and expressed appreciation for his service. On <br />behalf of the Board, Chairman Freeman presented a plaque to Mr. Bennett in <br />appreciation for his 26 years of service to Cabarrus County and its citizens. <br /> <br /> Mr. Bennett thanked Board members for their support and the citizens of <br />Cabarrus County for allowing him to serve as the County's Deputy County <br />Manager/Finance Director. <br /> <br /> Mr. Day also expressed appreciation to Mr. Bennett for all that he has <br />done for Cabarrus County. <br /> <br />(F-7) New Business Announcements (Moved from New Business by Chairman <br /> <br />Freeman) <br /> <br /> Mr. Maurice Ewing, President of the Cabarrus Economic Development <br />Corporation, announced the location of RJ Plastics, Inc. in the Motorsports <br />Industrial Park and the location of the Minka Group at International Business <br />Park. He introduced Mr. John Dains of RJ Plastics and Mr. Dale Smith of the <br />Minka Group for comments. <br /> <br /> Mr. Dains commented briefly on the new manufacturing operation that <br />will produce plastic packaging for coins. <br /> <br /> Mr. Smith reviewed plans to move the Minka Group distribution facility <br />from Charlotte to a facility in the International Business Park. He explained <br />the company distributes home furnishings and decorative home accessories. <br /> <br />Board members welcomed the two companies to Cabarrus County. <br /> <br />(D) OLD BUSINESS <br /> <br />(D-l) Moorecrest Subdivision - C02-03(S) <br /> <br /> Mr. Jonathan Marshall, Planning and Zoning Services Director, presented <br />Petition C02-03(S) by Dockside Development for the development of Moorecrest <br />Subdivision off Poplar Tent Road near the intersection of Harris Road. He <br />explained the Board had deferred consideration of the subdivision at the <br />meeting on June 17, 2002 until "such time as we know for sure that water will <br />be serviced into this area." Mr. Marshall reported that the City of Concord <br />is constructing water lines in that area that will interconnect with <br />Mecklenburg County lines. However, he stated there is still a question as to <br />the water supply for the subdivision. He suggested that, if the petition is <br />approved, the Board add as a condition that the subdivision would be <br />connected to the Concord water service or to a community well system that <br />would be operated by the City of Concord. <br /> <br /> Mr. Gary Knox of Dockside Development stated the preference to be <br />connected to th~ municipal water system. However, he stated there are three <br />well sites planned in the event that the subdivision cannot connect to the <br />municipal system. <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Privette <br />with Commissioners Privette and Carruth, Vice Chairman Suggs and Chairman <br />Freeman voting for and Commissioner Carpenter voting against, the Board <br />approved Moorecrest Subdivision [Petition C02-03(S)] contingent upon the <br />execution of a Consent Agreement by the Developer (Dockside Development), <br />including the payment of $500.00 per single family lot to advance school <br />adequacy, and the additional condition that water will be provided either by <br />the City of Concord or a community well system operated by the City. <br /> <br />(D-2) Pro~ect U~date - Jail/Justlce Center <br /> <br /> Sheriff Brad Riley reported the average daily population in the jail <br />during the month of January was 199. He discussed the overcrowded conditions <br />and efforts to identify secondary options to alleviate the overcrowding. Such <br />options include housing prisoners in other counties, renovating an existing <br />structure to be used as a jail or contracting with a company to set up a <br />temporary jail facility with the County providing the land and water/sewer <br />hook-ups. Staff will continue to explore other options for housing prisoners. <br /> <br /> <br />
