January 27, 2003 Page 37 (G-5) Watershed Improvement Commission The term of appointment for F. A. "Jack" Rankin on the Watershed Improvement Commission ends February 15, 2003. He has served on the Commission for two six-year terms or 12 consecutive years. The County's Appointment Policy limits service to two consecutive terms. A letter was included in the Agenda from Thomas E. Porter, Jr., Chairman of the Watershed Improvement Commission, stating the Commission's unanimous vote to recommend the reappointment of Mr. Rankin. UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs with Commissioners Privette and Carruth, Vice Chairman Suggs and Chairman Freeman voting for and Commissioner Carpenter voting again, the Board appointed David E. Settlemyer to the Watershed Improvement Commission for a term of six years ending February 15, 2009. Commissioner Carpenter stated her vote was based the recommendation by the Watershed Improvement Commission for the reappointment of Jack Rankin. (G-6) Board of Equalization and Review UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board appointed David P. Harrison to the Board of Equalization and Review to fill the vacancy created by the resignation of Eric W. Clark. Mr. Harrison's term of appointment will end on June 30, 2005. (G-7) Home and Conununity Care Block Grant Steering Committee UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board appointed Kelly Sifford, Community Development Manager, to the Home and Community Care Block Grant Steering Committee for a term beginning January 1, 2003 and ending on June 30, 2005. Further, the Board reappointed the following members for terms beginning July 1, 2003 and ending June 30, 2005: Betty Babb (N. C. Senior Tar Heel Legislature); Estelle Ferraro (Consumer); Paul Gebhardt (N.C. Senior Tarheel Legislature); Richard Suggs (County Commissioner); Robin Swaringen (City of Concord); and Gail Linker (Caregiver Adult Day Services). Also, the Board reappointed the following ex officio members for terms beginning July 1, 2003 and ending June 30, 2005: Chasity Stoker (Department of Aging); Mike Murphy (Department of Aging); Laurie Abounader (Centralina Area Agency on Aging); and Susan Caudle (Coltrane LIFE Center). (G-8) Cabarrus County Parks and Recreation Commission UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and unanimously carried, the Board appointed Elizabeth "Liz" Poole (Cabarrus County Board of Education member) to the Parks and Recreation Commission as submitted by the Board of Education to fill the position previously held by Grace Mynatt. Ms. Poole's term of appointment will end on January 31, 2006. UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and unanimously carried, the Board appointed Randy Cauthen as the Township 4 representative on the Parks and Recreation Commission for a three-year term ending January 31, 2006. The Board deferred the appointment to the Township 11 position until the next meeting. (G-9) Cabarrus County Transportation Advisor~ Board UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and unanimously carried, the Board reappointed Jerry Mingo to the Visually Impaired position on the Transportation Advisory Board for a term ending June 30, 2005. UPON MOTION of Commissioner Carpenter, seconded by Chairman Freeman and unanimously carried, the Board appointed the following members to the Transportation Advisory Board for terms ending June 30, 2005: Dan Payne (Opportunity School); Susan Price [The ARC (Area Rehab Council) of Cabarrus County]; Michael Trinque (Cabarrus County Workshop); Cindy Oakes (Ex Officio - Cabarrus Community Care Plan); and Cindy Watson (Ex Officio - Eden Gardens Senior Retirement Center).
