January 27, 2003 Page 37 <br /> <br />(G-5) Watershed Improvement Commission <br /> <br /> The term of appointment for F. A. "Jack" Rankin on the Watershed <br />Improvement Commission ends February 15, 2003. He has served on the <br />Commission for two six-year terms or 12 consecutive years. The County's <br />Appointment Policy limits service to two consecutive terms. A letter was <br />included in the Agenda from Thomas E. Porter, Jr., Chairman of the Watershed <br />Improvement Commission, stating the Commission's unanimous vote to recommend <br />the reappointment of Mr. Rankin. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />with Commissioners Privette and Carruth, Vice Chairman Suggs and Chairman <br />Freeman voting for and Commissioner Carpenter voting again, the Board <br />appointed David E. Settlemyer to the Watershed Improvement Commission for a <br />term of six years ending February 15, 2009. <br /> <br /> Commissioner Carpenter stated her vote was based the recommendation by <br />the Watershed Improvement Commission for the reappointment of Jack Rankin. <br /> <br />(G-6) Board of Equalization and Review <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board appointed David P. Harrison to <br />the Board of Equalization and Review to fill the vacancy created by the <br />resignation of Eric W. Clark. Mr. Harrison's term of appointment will end on <br />June 30, 2005. <br /> <br />(G-7) Home and Conununity Care Block Grant Steering Committee <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board appointed Kelly Sifford, <br />Community Development Manager, to the Home and Community Care Block Grant <br />Steering Committee for a term beginning January 1, 2003 and ending on June <br />30, 2005. Further, the Board reappointed the following members for terms <br />beginning July 1, 2003 and ending June 30, 2005: Betty Babb (N. C. Senior Tar <br />Heel Legislature); Estelle Ferraro (Consumer); Paul Gebhardt (N.C. Senior <br />Tarheel Legislature); Richard Suggs (County Commissioner); Robin Swaringen <br />(City of Concord); and Gail Linker (Caregiver Adult Day Services). Also, the <br />Board reappointed the following ex officio members for terms beginning July <br />1, 2003 and ending June 30, 2005: Chasity Stoker (Department of Aging); Mike <br />Murphy (Department of Aging); Laurie Abounader (Centralina Area Agency on <br />Aging); and Susan Caudle (Coltrane LIFE Center). <br /> <br />(G-8) Cabarrus County Parks and Recreation Commission <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and <br />unanimously carried, the Board appointed Elizabeth "Liz" Poole (Cabarrus <br />County Board of Education member) to the Parks and Recreation Commission as <br />submitted by the Board of Education to fill the position previously held by <br />Grace Mynatt. Ms. Poole's term of appointment will end on January 31, 2006. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and <br />unanimously carried, the Board appointed Randy Cauthen as the Township 4 <br />representative on the Parks and Recreation Commission for a three-year term <br />ending January 31, 2006. <br /> <br /> The Board deferred the appointment to the Township 11 position until <br />the next meeting. <br /> <br />(G-9) Cabarrus County Transportation Advisor~ Board <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Freeman and <br />unanimously carried, the Board reappointed Jerry Mingo to the Visually <br />Impaired position on the Transportation Advisory Board for a term ending June <br />30, 2005. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Freeman and <br />unanimously carried, the Board appointed the following members to the <br />Transportation Advisory Board for terms ending June 30, 2005: Dan Payne <br />(Opportunity School); Susan Price [The ARC (Area Rehab Council) of Cabarrus <br />County]; Michael Trinque (Cabarrus County Workshop); Cindy Oakes (Ex Officio <br />- Cabarrus Community Care Plan); and Cindy Watson (Ex Officio - Eden Gardens <br />Senior Retirement Center). <br /> <br /> <br />
