BONDS, CLERK TO THE BOARD <br /> <br />(E-2) Adoption of Revised Ordinance Re~ulatin~ the Use of Cabarrus County <br />Parks and Recreation Facilities and Adoption of Schedule i (Violations and <br />Fines) to the Ordinance <br /> <br /> On January 27, 2003, the Board adopted the revised Park and Recreation <br />Facilities Ordinance but deferred adoption of Schedule 1 until the following <br />changes could be made: (1) 50 percent discount on the fines if paid within 14 <br />calendar days; and (2) increase in the Fire Lane Parking violation fine. In <br />making those changes, it was necessary to revise sections of the Ordinance <br />that was adopted on January 27th. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following Ordinance and <br />Schedule I (Violations and Fines) to the Ordinance. <br /> <br />Ordinance No. 2003-03 <br /> <br />An Ordinance Regulating The Use Of the Cabarrus County, North Carolina <br /> Parks and Recreation Facilities (the "Park" or "Parks") <br /> <br /> WHEREAS making available recreational opportunities for citizens of all <br />ages is a subject of general interest and concern, the Board of Commissioners <br />for the County of Cabarrus, North Carolina (the "County") therefore declares <br />that the public good and general welfare of the citizens of the County <br />require adequate and safe recreational facilities and it is the policy of the <br />County to encourage, foster and provide these facilities for all of its <br />citizens and to preserve and protect the public safety, peace, health, <br />comfort, enjoyment, and welfare of all persons while within the limits of the <br />Parks. <br /> Be it ordained by the County Board of Commissioners ("Board of <br />Commissioners") that the following Chapter 50-1 through 50-18 of the Code of <br />Ordinances, Cabarrus County, North Carolina supercedes and amends in its <br />entirety Chapter 50-1 through 50-18 of the Code of Ordinances, Cabarrus <br />County, North Carolina, adopted on or about January 27, 2003 and the below <br />50-1 through 50-18 sets forth rules and regulations for the use of and <br />conduct in the County Parks (the "Ordinance") that shall apply to all those <br />who use, visit, or enter the Parks on or after the date of adoption, set <br />forth below. <br /> <br />Section 50-1. Construction. <br /> <br /> In the interpretation of this and all succeeding Parks Ordinances, the <br />provisions shall be construed as follows: <br /> 1. Any term in the singular shall include the plural. <br /> 2. Any term in the masculine shall include the feminine and neuter. <br /> <br /> <br />
