May 19, 2003 Page 126 <br /> <br />all acts and things to comply with the requirements of the Internal Revenue <br />Code of 1986, as amended (the "Code"), in order to assure that interest paid <br />with respect to the 2003 Certificates will not be includable in the gross <br />income of the owners thereof for purposes of federal income taxation, except <br />to the extent that the County obtains an opinion of bond counsel to the <br />effect that noncompliance would not result in interest with respect to the <br />2003 Certificates being includable in the gross income of the owners of the <br />2003 Certificates for purposes of federal income taxation. <br /> <br /> Section 9. This Resolution shall become effective immediately upon its <br />adoption. <br /> <br /> Thereupon, upon motion of Commissioner Privette, seconded by <br />Commissioner Carpenter, the foregoing resolution entitled "RESOLUTION <br />APPROVING INSTALLMENT CONTRACT FINANCING FOR PUBLIC SCHOOL PROJECTS IN AN <br />AGGREGATE PRINCIPAL AMOUNT UP TO $45,000,000 AND THE EXECUTION AND DELIVERY <br />BY THE CABARRUS COUNTY DEVELOPMENT CORPORATION OF CERTIFICATES OF <br />PARTICIPATION RELATED THERETO, AUTHORIZING THE EXECUTION AND DELIVERY OF <br />RELATED DOCUMENTS IN CONNECTION THEREWITH, AND PROVIDING FOR CERTAIN OTHER <br />RELATED MATTERS" was adopted and passed by the following vote: <br /> <br />AYES: <br />NOES: <br /> <br /> Chairman Freeman, Vice Chairman Suggs and Commissioners Carpenter, <br /> Carruth and Privette <br />None <br /> <br />(F-3) Appointment of Interim Tax Administrator <br /> <br /> Mr. Day reported that Dawn McHale, Tax Administrator, had announced her <br />resignation effective May 29, 2003. He stated Bernard White has agreed to <br />serve as Interim Tax Administrator, working several days each week until the <br />position is filled. Mr. White, a long-time resident of Kannapolis, retired <br />as Assistant Tax Administrator in Mecklenburg County in 1995 and has served <br />as Executive Secretary for the North Carolina Association of Assessing <br />Officers for the past eight years. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Bernard White as Interim Tax <br />Administrator (Tax Assessor/Tax Collector) effective May 29, 2003, at a rate <br />of $45.00 per hour and authorized a transition work period prior to that date <br />as needed. <br /> <br /> The Board by consensus authorized the Human Resources Director to begin <br />advertising for the Tax Administrator position immediately. <br /> <br /> Board members welcomed Mr. White and thanked him for agreeing to assist <br />Cabarrus County as Interim Tax Administrator. <br /> <br />(F-4) Amendments to Cabarrus County Emergency Operations Plan <br /> <br /> Mr. Mike Downs, Public Safety Services Director, presented the revised <br />Cabarrus County Emergency Operations Plan. He stated the main revisions <br />involved the following areas: (1) Reorganization of County departments, <br />including new job titles and responsibilities; (2) Designation of the <br />Cabarrus County Senior Center as a Special Needs Shelter; (3) Creation of the <br />County's Special Hazard Response Team and its responsibilities; and (4) <br />Establishment of local threat condition levels that follow the Federal <br />Homeland Security Advisory System. <br /> <br /> There was discussion regarding the designation of the Senior Center as <br />a Special Needs Shelter and the need for another such shelter in the <br />Kannapolis area. The Board also discussed issues associated with <br />communications among the sheriff, fire and police agencies. <br /> <br />Mr. Downs reported that there are currently three separate 911 centers <br />(Sheriff's Department, City of Concord, City of Kannapolis) operating in <br />Cabarrus County. He suggested the consolidation of the three centers into <br />one center with a board consisting of representatives from each responding <br />agency to oversee the communications system. Mr. Downs also advised that the <br />City of Concord currently maintains and services the communication system and <br />radios for the various emergency agencies in the county. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Prlvette and unanimously carried, the Board agreed to form a committee to <br />look at the possible consolidation of the three 911 centers into one center. <br /> <br /> <br />
