She requested the Board's <br />endorsement of a grant application for funding to establish such housing in <br />Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter with Commissioners Privette, Carpenter and Carruth voting for, the <br />Board supported the efforts by the Mental Health Association of Central <br />Carolinas to secure funds to establish a group home facility in Cabarrus <br />County and authorized the Chairman to sign the following letter on behalf of <br />the Board. <br /> <br />May 27, 2003 <br />Mr. John Tote, Executive Director <br />Mental Health Association in North Carolina <br />3820 Bland Road <br />Raleigh, NC 27609 <br /> <br />Dear Mr. Tote: <br /> <br />Cabarrus County recognizes the need in our community for housing for <br />persons with disabilities, especially the mentally ill. The Mental Health <br />Association of Central Carolinas (MHA) has a successful history in <br />establishing housing for this population. <br /> <br />Supervised housing is an important component of a quality continuum of <br />care for persons with mental illness. The Cabarrus County Board of <br />Commissioners heartily supports the Mental Health Association's <br />application to the United States Department for Housing and Urban <br />Development for funding support for a group home to serve persons with <br />mental illness. We understand Piedmont Behavioral Healthcare - Cabarrus <br />Center will serve the residents to the extent of available resources. <br /> <br />You are encouraged to give the MHA's application favorable consideration. <br />Please advise if we can provide additional insight in this regard. <br /> <br />Sincerely, <br />/s/ Robert M. Freeman <br />Chairman, Board of Commissioners <br /> <br />Rowan-Cabarrus Community College <br /> <br /> Mr. Tim Foley, Vice President of Rowan-Cabarrus Community College <br />(RCCC), presented the RCCC funding request, including $803,940.00 for current <br />expense and $138,688.00 for capital outlay. He commented on the consolidation <br />of the RCCC and Cabarrus County Schools cosmetology programs at the expanded <br />facility at Cloverleaf Shopping Center. Mr. Foley also reviewed plans to <br />construct a new building on the Cabarrus campus with construction costs to be <br />shared by the State ($4.3 million) and Cabarrus County ($3.8 million). <br />Design of the new facility is to begin in the fall of 2003 with construction <br />to begin in late 2004. <br /> <br /> Mr. Day advised that an <br />Cosmetology Facility for FY 2004. <br />FY 2004 budget. <br /> <br />additional $12,000.00 is needed for the <br /> These funds will be added to the proposed <br /> <br />Sheriff's Department <br /> <br /> Sheriff Brad Riley reviewed the proposed budgets for the Sheriff's <br />Department, Jail and Animal Control. He reported an increase in the Jail <br />budget of approximately six percent, stating the increased jail population <br />has caused an increase in the food service and health care service contracts. <br />Also, he stated that $30,000.00 has been included to pay for housing inmates <br />in other facilities during the next year. A contract with Gaston County is <br />currently under review and it is hoped that space will also be available in <br />Burke County to house inmates on a short-term basis. <br /> <br /> There was brief discussion regarding the proposed consolidation of the <br />three 911 centers. Sheriff Riley responded to questions regarding the <br />benefits of such a consolidation. <br /> <br />Public Safety <br /> <br /> Mr. Mike Downs, Public Safety Services Directors, reviewed the proposed <br />budgets for Building Inspections, Emergency Management and Emergency Medical <br />Services (EMS). He reported staff performed approximately 45,000 inspections <br />last year. <br /> <br /> <br />
