May 29, 2003 Page 138 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Thursday, May 29, 2003, at 5:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney (portion of meeting); Ms. Pam S. Dubois, <br />Finance Director; Ms. Cathie K. Straub, Budget Officer; Mr. Don Cummings, <br />Human Resources Director; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 5:30 p.m. Vice <br />Chairman Suggs and Commissioner Carruth were not present for the beginning of <br />the meeting. <br /> <br />Commissioner Privette gave the invocation. <br /> <br />Resolution in Support of The Winston <br /> <br /> At the meeting on May 19, 2003, the Board asked Chairman Freeman to <br />write a letter in support of keeping The Winston at Lowes Motor Speedway. A <br />resolution was requested to accompany that letter. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette with Commissioners Carpenter and Privette and Chairman Freeman <br />voting for, the Board adopted the following Resolution. <br /> <br />Resolution No. 2003 - 18 <br /> <br /> RESOLUTION SUPPORTING THE CAMPAIGN <br /> TO KEEP THE WINSTON <br /> AT LOWE'S MOTOR SPEEDWAY <br /> <br /> WHEREAS, The Winston has thrilled fans at Lowe's Motor Speedway every <br />year since 1987 when this NASCAR All-Star event annually showcases top <br />Winston Cup drivers and teams, and Lowe's Motor Speedway has played a major <br />role in turning it into the big, national event it is; and <br /> <br /> WHEREAS, Lowe's Motor Speedway's three-year contract to host The <br />Winston is up after this year, and NASCAR's desire to build support in new <br />markets raises the possibility of moving The Winston to another racetrack; and <br /> <br /> WHEREAS, Lowe's Motor Speedway pioneered the concept and format of The <br />Winston with R.J. Reynolds; and <br /> <br /> WHEREAS, Lowe's Motor Speedway can put on a better production than <br />other speedways, making The Winston racing entertainment, and not just an <br />event for motorsports purists; and <br /> <br /> WHEREAS, because the Cabarrus r~gion is the home of NASCAR with 90 <br />percent of its teams based here, having The Winston at Lowe's Motor Speedway <br />gives the drivers and the teams another weekend at home; and <br /> <br /> WHEREAS, because Lowe's facilities and traffic control are better than <br />at most speedways, fans can get in and out faster and they have a more <br />enjoyable experience; and <br /> <br /> WHEREAS, 71.8 percent of NASCAR fans polled last year believe The <br />Winston should remain at Lowe's Motor Speedway; and <br /> <br /> WHEREAS, Cabarrus County is the heart of NASCAR Country; Concord is the <br />home of Lowe's Motor Speedway; and Kannapolis is the home of Dale Earnhardt. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners hereby supports and advocates for retaining The Winston at <br />Lowe's Motor Speedway. <br /> <br /> Adopted this the 29th day of May, 2003. <br /> <br />ATTEST: <br />/s/ Frankie F.
