June 16, 2003 Page 145 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 16, 2003, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:33 p.m. <br />Chairman Suggs was not present for the beginning of the meeting. <br /> <br />Commissioner Carruth led the Pledge of Allegiance. <br /> <br />Vice <br /> <br /> Reverend Randy Wall of Cold Springs United Methodist Church gave the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTE~ <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth <br />with Commissioners Carpenter, Carruth and Privette and Chairman Freeman <br />voting for, the Board approved the minutes of May 19, 2003 (Regular Meeting), <br />May 20, 2003 (Recessed Meeting) and May 27, 2003 (Recessed Meeting) as <br />written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter with Commissioners Privette, Carpenter and Carruth and Chairman <br />Freeman voting for, the Board approved the Agenda with the following <br />additions: New Business (Item F-8) - Update on the CARES Project; <br />Recognitions and Presentations (Item C-2) - Presentation on The Great Race; <br />Consent Agenda (Item E-17) - Tax Collection Contracts; and Reports (Item J- <br />3) - Monthly Financial Report. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Retirement Recognitions <br /> <br />[C-l(a)] Retirement of Kathr~n Bridges from the Cabarrus County Librar~ <br /> <br /> Mr. Tom Dillard, Library Director, recognized Ms. Kathryn Bridges on <br />her retirement from the Cabarrus County Library. Ms. Bridges began <br />employment with the Library on January 5, 1984 and retired as Senior Library <br />Assistant (Genealogy Specialist) on December 31, 2002. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a plaque to <br />Ms. Bridges in appreciation for her 18 years of service to Cabarrus County <br />and its citizens. <br /> <br /> Vice Chairman Suggs arrived at 6:45 p.m. and was present for the <br />remainder of the meeting. <br /> <br />[C-l(b) Retirement of Linda Eudy from the Cabarrus County Librar~ <br /> <br /> Mr. Tom Dillard, Library Director, recognized Ms. Linda Eudy on her <br />retirement from the Cabarrus County Library. Ms. Eudy began employment on <br />July 16, 1990 and retired as Library Assistant (Bookmobile Operator) on May <br />29, 2003. <br /> <br /> On behalf of the Board, Commissioner Carruth presented a plaque to Ms. <br />Eudy in appreciation for her 13 years of service to Cabarrus County and its <br />citizens. <br /> <br />[C-I(c)] Retirement of Jeanne Dixon from the Department of Social Service~ <br /> <br /> <br />
