June 16, 2003 Page 172 <br /> <br />County's voting delegate to 'the National Association of Counties (NACo) <br />Annual Conference to be held in Milwaukee, Wisconsin on July 11-15, 2003. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Freeman and <br />unanimously carried, the Board named Commissioner Privette as the alternate <br />delegate to the NACo Annual Conference. <br /> <br />(F-8) U~date on Project CARES <br /> <br />Commissioner Carpenter presented an update on work by the CARES <br />(C__abarrus R__espect and ~upport) Committee to assist the family members of <br />military personnel who are on active duty. This volunteer effort coordinates <br />activities with the American Red Cross and other agencies to provide supplies <br />and services for military personnel and their families. The Chamber of <br />Commerce is sending a survey to its members for the contribution of goods and <br />services to help meet the needs of those families. <br /> <br />(G) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(G-l) Adult Care Home Community Advisor~ Committee <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Chairman Freeman and <br />unanimously carried, the reappointed Darcie Bergandine to the Adult Care Home <br />Community Advisory Committee for a term of three years ending June 30, 2006. <br /> <br />(G-2) Nursing Home Community Advisor}, Committee <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Vice Chairman Suggs and <br />unanimously carried, the Board reappointed Maxine Sexton to the Nursing Home <br />Community Advisory Committee for a term of three years ending June 30, 2006. <br /> <br />(G-3) Region F Aging Advisory Committee <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board reappointed Doris G. Hagler and <br />Vernle King to the Region F Aging Advisory Committee for terms of two years <br />ending June 30, 2005. Further, the Board reappointed Linda Richards as an <br />alternate member for a term of one year ending June 30, 2004. <br /> <br />(G-4) Concord Planning and Zoning Commission (Extraterritorial Jurisdiction <br />Member) <br /> <br /> The term of appointment for Danny Fesperman as the extraterritorial <br />jurisdiction member on the Concord Planning and Zoning Commission ends June <br />30. He has served two three-year terms or six consecutive years. Mayor <br />Scott Padgett has recommended the appointment of Andy Dunlap to fill that <br />position. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Freeman and <br />unanimously carried, the Board appointed Andy Dunlap as the extraterritorial <br />jurisdiction member on the Concord Planning and Zoning Commission for a <br />three-year term ending June 30, 2006. <br /> <br />(~-5) Public Health Authority <br /> <br /> The terms of appointment for Charles Phillips, Wanda Douglas and Dr. <br />Caryn Massari as members of the Public Health Authority end on June 30. Mr. <br />Phillips and Ms. Douglas are completing their second three-year term of <br />appointment. Dr. Massari, who resides in Mecklenburg County and owns a <br />dental practice in Cabarrus County, is completing her first term of <br />~ppointment. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Suggs <br />with Commissioners Carpenter and Carruth, Vice Chairman Suggs and Chairman <br />Freeman voting for and Commissioner Privette voting against, the Board voted <br />to make an exception to the County's Appointment Policy limiting service to <br />six consecutive years and reappointed Charles Phillips and Wanda Douglas to <br />the Public Health Authority for a term of three years ending June 30, 2006. <br /> <br /> There was brief discussion concerning the position currently held by <br />Dr. Massari, who now lives outside Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board tabled the appointment of the <br /> <br /> <br />
