August 11, 2003 Page 218 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, August 11, 2003, at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:30 p.m. Vice Chairman <br />Suggs was not present for the beginning of the meeting. <br /> <br />Commissioner Privette gave the invocation. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />with Commissioners Carruth, Prlvette and Carpenter and Chairman Freeman <br />voting for, the Board approved the agenda as submitted. <br /> <br /> Vice Chairman Suggs arrived and was present for the remainder of the <br />meeting. <br /> <br />Proposed Convention Center <br /> <br /> Mr. Day reviewed the following list of "Changes Required by the <br />Cabarrus County Board of Commissioners to the Interlocal Agreement Proposed <br />by the City of Concord:" <br /> <br />2.(b)The following should be added at the end of the section: <br /> <br />"Final plans and specifications for the proposed convention <br />center and the Business Agreement between the CITY and the entity <br />selected to construct and/or operate the proposed convention <br />center must be agreed upon mutually by the City and the County." <br /> <br />Also, change the two references to "seven (7) days" to read <br />"fourteen (14) days." <br /> <br />2. (a) Should be rewritten to reflect the BOC approval requirement <br /> described above, <br /> <br />3.c. (2) Strike the following: <br /> <br />"Elected City of Concord officials shall not be authorized to <br />vote on operational issues related to the Cabarrus Arena and <br />Events Center." <br /> <br />3 .d. <br /> <br />Add the following: <br />"(5) Lessee of the Convention Center, where the City of Concord <br />is the Lessor. Lessee shall pay to the Lessor the amount of $1 <br />per year for the term of the Agreement. <br />(6) Lessor of the Convention Center, where the Lessee is the <br />operator of the Convention Center and owner of the hotel <br />constructed adjacent to it." <br /> <br />3.f. <br /> <br />Include the following two changes: <br />"...3,200 square feet of office and meeting space to be used and <br />controlled by the Authority in the proposed convention center~ <br /> <br />4. Make the following change: <br /> "The AUTHORITY or NEW AUTHORITY shall '-'~"~- <br /> ~ ...... ~-' remit to the CITY a portion..." <br /> <br />4. (a) Make the following changes: <br /> 1. "One hundred fifty thousand dollars ($150,000) -.-.----=~--, on or <br /> before June 30th each year,..." <br /> <br /> <br />
