September 15, 2003 Page 247 <br /> <br />NON DISCRIMINATION <br />No person shall, on the grounds of race, color, national origin, handicap, or sex <br />may be excluded from participation in, be denied the benefits of, or be subject <br />to discrimination under any program or activity funded in whole or in part with <br />Community Development funds. <br /> <br />ENGAGEMENT IN PROCUREMENT <br />No employee, officer, or agent of the County shall participate in the selection <br />or award of a contract supported by federal funds if a conflict of interest, real <br />or apparent would be involved. Such a conflict would arise when: <br /> <br />a) The employee, officer, or agent; <br />b) Any member of his/her immediate family; <br />c) His or her partner; or <br />d) An organization which employs or is about to employ, any of the above, <br /> has a financial or other interest in the firm selected for award. <br /> <br />The grantee's officers, employees, or agents shall neither solicit nor accept <br />gratuities, favors or anything of monetary value from contractors, potential <br />contractors or parties to subagreements. <br /> <br />CONFLICT OF INTEREST <br />No employee or agent shall influence or attempt to influence the outcome of any <br />case or matter in which he has a direct interest either personally or in the <br />person of any relative by blood or marriage. Bonds <br />Clerk to Board <br /> <br />(E-15) Selection of 2004 CDBG Scattered Site Housing Rehabilitation Grant <br />Administrator (Stark Associates) <br /> <br /> Cabarrus County received proposals from the following companies for an <br />administrator to carry out the 2004 Community Development Block Grant (CDBG) <br />Scattered Site Housing Program: Stark Associates ($40,000.00 plus $3,500.00 for <br />planning costs for the application); Benchmark, LLC ($45,000.00); Carolina <br />Construction and Consulting ($58,000.00 project fee plus $3,500.00 planning fee); <br />Centralina Council of Governments ($58,000.00 project fee plus $3,500.00 planning <br />fee); and G. M. Wilson & Associates ($49,800.00). Staff recommended the selection <br />of Stark Associates, the low bidder, to administer the program. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br />unanimously carried, the Board selected Stark Associates, the low bidder, for the <br />administration of the 2004 Community Development Block Grant Scattered Site <br />Housing Rehabilitation grant contingent upon being funded and State approval of <br />the contract with Stark Associates. <br /> <br />(E-16) 2004 HOME Program - Contract, Grant Pro~ect Ordinance and Budget <br />Amendment <br /> <br /> The HOME Program is the housing rehabilitation program that Cabarrus County <br />participates in with the Cabarrus/Iredell/Rowan Housing Consortium. The City of <br />Concord is the lead agency in the Consortium. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the 2004 HOME Program contract {Agreement <br />for the Execution of a HOME Investment Partnerships Program) between Cabarrus <br />County and the City of Concord as included in the Agenda and authorized the <br />Chairman to execute the contract on behalf of Cabarrus County. Further, the <br />Board adopted the following Grant Project Ordinance and budget amendment. <br /> <br />Ordinance No. 2003-12 <br /> <br />GRANT PROJECT ORDINANCE <br />2003-2004 HOME PROGRAM <br /> <br />BE IT ORDAINED by the CABARRUS COUNTY BOARD OF COUNTY COMMISSIONERS, that <br />pursuant to Section 13.2 of Chapter 159 of the General Statutes of North <br />Carolina, the following project ordinance is hereby adopted: <br /> <br />Section 1. The project authorized is the Community Development project described <br />in the work statement contained in the grant agreement between this unit and the <br />City of Concord. The project is more familiarly known as the 2003-2004 <br />Cabarrus/Iredell/Rowan HOME Program. <br /> <br /> <br />
