September 15, 2003 Page 251 <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />PROCLAMATION <br /> EMPLOY THE OLDER WORKER WEEK <br /> 2003 <br /> <br /> WHEREAS, North Carolina's workforce is aging, moving to an average age of <br />40, up from the 1990's when the average age was approximately 35; and <br /> <br /> WHEREAS, older workers bring a variety of skills and knowledge to any job, <br />are reliable, dependable and loyal; and <br /> <br /> WHEREAS, a large number of older workers and others have lost their jobs <br />in Cabarrus County and throughout North Carolina; and <br /> <br /> WHEREAS, when older workers lose their jobs, they have more difficulty <br />finding another job than the younger worker; and <br /> <br /> WHEREAS, older workers are less likely to re-enter the workforce after <br />losing their jobs and once re-employed, workers 55+ earn less than they earned <br />in their previous job. <br /> <br /> NOW, THEREFORE, I, Robert M. Freeman, Chairman of the Cabarrus County Board <br />of Commissioners, do hereby proclaim September 21-27, 2003, as ~EMPLOY THE OLDER <br />WORKER WEEK," in Cabarrus County and urge our policy makers and business leaders <br />to provide and promote job opportunities that will enhance the economic secourity <br />of older citizens, and recognize their contributions to the workforce in our <br />community. <br /> /s/ Robert M. Freeman, Chairman <br /> Cabarrus County Board of Commissioners <br /> <br />(F) NEW BUSINESS <br /> <br />(F-l) Schedules of Standards and Rules for 2004 Revaluation - Public Hearing - <br /> <br />6~30 p.m. <br /> <br /> Mr. Brent Weisner, Tax Administrator, briefly commented on the 2004 Present <br />Use Schedule of Values and the 2004 Market Value Schedule of Values that were <br />presented to the Board on August 18. He distributed several changes (pages 11- <br />31, 11-32, 11-33 and 11-34) that had been made to the Market Schedule of Values <br />since submission to the Board. <br /> <br /> At 6:55 p.m., Chairman Freeman opened the public hearing on the 2004 <br />Present Use Schedule of Values and the 2004 Market Value Schedules of Values and <br />asked if anyone wished to address the Board regarding the proposed Schedules. The <br />Notice of Submission and Public Hearing was published in THE INDEPENDENT TRIBUNE <br />on August 20, 2003 <br /> <br /> There was no one present to address the Board, and Chairman Freeman closed <br />the public hearing. <br /> <br /> The Board will consider the adoption of the Schedules at its meeting on <br />October 20. <br /> <br />(F-2) CDBG Economic Recovery Grant Public Hearing and Citizen Participation Plan <br />- 6530 p.m. <br /> <br /> Ms. Kelly Sifford, Community Development Manager, presented plans to submit <br />an application to the North Carolina Department of Commerce for an economic <br />recovery grant ($200,000.00) to fund a reuse study of the Pillowtex facilities. <br />There is mo match requirement for the grant. <br /> <br /> At 7:00 p.m., Chairman Freeman opened the public hearing on the Economic <br />Development Grant Program and asked if anyone wished to address the Board <br />concerning the availability of the $200,000.00 for economic development <br />activities. The notice of the public hearing was published in THE INDEPENDENT <br />TRIBUNE on September 5 and 7, 2003. <br /> <br /> Mr. Steve Cochran spoke in support of the proposed grant application for <br />funds to study the reuse of the Pillowtex facilities. <br /> <br /> There was no one else present to address the Board, and Chairman Freeman <br />closed the public hearing. <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the following Economic Recovery Citizen <br />Participation Plan and submission of the economic recovery grant application. <br /> <br /> <br />
