October 20, 2003 Page 257 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 20, 2003, at 6:30 p.m. <br /> <br /> Chairman Freeman called the meeting to order at 6:30 p.m. and immediately <br />recessed the meeting to be reconvened in the Auditorium of the Historic Cabarrus <br />Courthouse located at 65 Union Street, South, Concord. <br /> <br /> Chairman Freeman called the recessed meeting to order at the Historic <br />Courthouse at 6:40 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Robert W. Carruth <br /> Carolyn B. Carpenter <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Fletcher L. Hartsell, Jr., <br />County Attorney; and Frankie F. Bonds, Clerk to the Board. <br /> <br /> Girl Scout Troop 226 of Cold Springs United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Kayla Moore, Kelby <br />Hurlocker and Hillary Fearrington. <br /> <br />Reverend John Boyd of Calvary Lutheran Church gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> U~ON MOTION of Commissioner Privette, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the minutes of September 15, 2003 as <br />written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the Agenda as submitted with the <br />following additions: New Business - G-9. Authorize Transfer of One-Half Undivided <br />Interest in Former Patterson Property in the Vicinity of Lake Howell to the Water <br />and Sewer Authority of Cabarrus County (Mr. Hartsell); Appointments - H-2. <br />Juvenile Crime Prevention Council (Commissioner Carpenter); and Closed Session <br />- K-3. To Discuss Personnel Matters (Mr. Day). <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Recognition of National 4-H Month Winners, Participants and Families <br /> <br /> Mrs. Deborah G. Bost, County Extension Director, presented information <br />about the 4-H Program in Cabarrus County and the celebration of October as <br />National 4-H Month. She introduced Sarah West, 4-H Agent for Cabarrus County, <br />and thanked the youth, parents, volunteers, 4-H Foundation members, etc. for <br />their involvement and support of the local 4-H program. Mrs. Bost recognlzed the <br />following winners of the tabletop exhibits that were on display in the <br />Governmental Center lobby: <br /> <br />Cloverbud Honorable Mention: Dustin Lipe <br />Juniors 9-10: 18t Place: Christine Counts <br />Junior Division (11-12): 1"t Place: Kayla Mason; 2n~ Place: Greylan Counts; <br /> 3r4 Place: Eden Lipe <br />Senior Division (13-15): 1"~ Place: Chelsea Glenn; 2n4 Place: Kristen <br /> Mason; 3rd Place: Daniel Outen <br />Senior Division (16-18): 1"= Place: Meghan Wells <br /> <br />Mrs. Bost also recognized the followin~ 4-H programs: Elite Afterschool; New <br />Horizons Afterschool; Mt. Pleasant Middle School 4-H SOS; Weddington Hills Kids: <br />Plus; Rocky River Kids: Plus; Bethel Kids: Plus; Coltrane-Webb Kids: Plus; W. M. <br />Irvin Kids: Plus; Harrisburg Kids: Plus; Wolf Meadow Kids: Plus; Mt. Pleasant <br />Kids: Plus; and Cox Mill Kids: Plus. <br /> <br /> Chairman Freeman presented a Certificate to those winners who were present <br />for the meeting. <br /> <br />(D-l) INFOP/4AL PUBLIC COMMENTS <br /> <br /> At 6:55 p.m., Chairman Freeman opened the meeting for Informal Public <br />Comments.
