October 20, 2003 Page 272 grant for Chip Ganassi Racing with Felix Sabates, consistent with the Cabarrus County Industrial Development Grant Program and subject to the negotiation and execution of a definitive agreement between the company and Cabarrus County. There was brief discussion by the Board regarding the County's Industrial Development Grant Program. Issues addressed included the need to create new jobs in Cabarrus County and the possibility of the incentive grants being tied to the number of jobs created by a company. (G-3) Cabarrus County Public Librar~ - "Food for (Library) Fines" Event Mr. Tom Dillard, Library Director, presented the proposal to hbld a "Food for Fines" event at the four branches of the Cabarrus County Public Library and the Bookmobile for the period December I - 13, 2003. The Library would collect food items (one food item = $2.00) instead of monetary fines for overdue library materials. The food items collected will be given to local charitable organizations for distribution to those in need. UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette and unanimously carried, the Board approved the "Food for Fines" event for the Cabarrus County Public Library system for the period December I - 13, 2003. (G-4) FY 2002-03 Annual Report for the Division of Community Corrections, Judicial District 19A Ms. Catherine Combs, Judicial District Manager of the Division of Community Corrections, presented the D=nnual Report for Fiscal Year 2002-2003 for Judicial District 19A of the North Carolina Department of Correction, Division of Community Corrections. She reviewed the annual report and the effects of that department in Cabarrus County. Highlighted items included the Community Service Work Program and the Criminal Justice Partnership Program. (G-5) 2003 Cabarrus County Fair Report Ms. Mary Ann Cooper, County Fair Coordinator, reported a successful 2003 County Fair. She cited an increase in attendance, gate revenue and ride revenue. Ms. Cooper expressed appreciation to all that had helped to make the Fair a success, including participants, volunteers, County staff, etc. Board members congratulated Ms. Cooper on the successful 2003 County Fair and commended her for her work. (G-6) Cabarrus Arena and Events Center October Activity Report - Mark Chappuis Mr. Mark Chappuis, Arena and Events Center General Manager, presented an update on activities at the Arena. He reviewed recent events and listed a number of events planned during the month of October, including the Christmas Made in the South Show and the Shrine Circus. (G-7) Board of Commissioners Liaison Meetings with Local Municipalities Mr. Jonathan Marshall, Pla~nning Services Director, reported that staff and Commissioner liaisons had met with representatives of the various municipalities to discuss transitional zoning and adequate public facilities for schools. The Board had agreed to these meetings at a work session on August 25, 2003. Each Board member presented a brief report on his/her meeting with County staff and representatives from the respective municipalities: Commissioner Carruth - City of Concord (City and County staff are to discuss technical issues associated with transitional zoning.) Chairman Freeman - Town of Midland; City of Locust (Water Situation and zoning for Locust in Cabarrus County) (Note: The Town of Stanfield has not responded to a request for a meeting.) Commissioner Privette - City of Kannapolis (Proposed legislative annexation of an area near Huntersville and concern about the water plant that is currently being operated by Pillowtex employees) Vice Chairman suggs - Town of Mt. Pleasant (Support for transitional zoning and general revenue problems of small towns) Commissioner Carpenter - Town of Harrisburg (Growth issues and difference in the Town and County density requirements) Mr. Marshall reported that County staff is working with the Town of Harrisburg to develop a new type of zoning district that would address the Town's concerns about density requirements.
