November 17, £003 Page 281 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, November 17, 2003, at 6:30 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Richard D. Suggs Commissioners: Carolyn B. Carpenter Robert W. Carruth Coy C. Privette Also present were Mr. John D. Day, County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Freeman called the meeting to order at 6:35 p.m. Senior Girl Scout Troop 2810 of Forest Hill United Methodist Church conducted the Flag Ceremony. Scouts Kayla Garcia, Christina McAdams and Elizabeth Price participated in the ceremony. Commissioner Privet~ gave the invocation. Chairman Freeman recognized members of Cub Scout Pack 1008 from Gilwood Presbyterian Church who were present for the meeting. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth and unanimously carried, the Board approved the minutes of October 20 and October 27, 2003, as written. (B) APPROVAL OF THE AGENDA Commissioner Carpenter asked for the addition of a Resolution by the Midland Town Council concerning the future use of the old Bethel School Building. Mr. Hartsell asked that Consent Item F-7 (Grant of Utility Right of Way to the City of Concord for the New Bethel Elementary School) be removed from the Consent Agenda for consideration after the Closed Session. UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter and unanimously carried, the Board approved the Agenda with the changes requested by Commissioner Carpenter and Mr. Hartsell. (C) RECOGNITIONS AND PRESENTATIONS Chairman Freeman reported that a length-of-service ceremony was held for County employees this afternoon (November 17). He stated employees recognized at that time represented over 827 years of service to Cabarrus County. (D) INFORMAL PUBLIC COMMENTS Chairman Freeman opened the meeting for Informal Public Comments at 6:38 p.m. He stated each speaker would be limited to three minutes. Mr. Mark Smith, resident of Scotland Drive, Concord, stated in his opinion the proposed convention center would bring economic activity and revenue to Cabarrus County. However, he said the Board should not forget the Expo Center (Arena and Events Center) and requested the establishment of a task force to analyze the local facility and other centers across the state. He further stated a plan should then be developed and changes implemented that would enable the Expo to be a profitable and self-sufficient operation. Mr. Mark Chappuis, General Manager of the Arena and Events Center, reported that 4,600 persons attended the Chonda Pierce and Sandi Patty concert at the Arena this past weekend. He stated the local concert was the number one grossing date on the "Girls Night Out" tour in 27 cities. There was brief discussion concerning the importance of the tourism industry and the various activities in Cabarrus County during the past weekend, including an AAU Softball Tournament and a tourism convention event held at the Lowes Motor Speedway on Saturday evening. There was no one else present to address the Board, and Chairman Freeman closed the Public Comments portion of the meeting at 6:47 p.m.
