Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John Do Day, County Manager; Mr. Mike Downs, <br />Deputy County Manager for Operations; Mr. Jonathan Marshall, Commerce <br />Director; Mr. Don Cummings,' Human Resources Director; and Mrs. Frankie F. <br />Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:32 p.m. <br /> <br />Commissioner Carruth gave the invocation. <br /> <br />Approval of the A~enda <br /> <br /> Mr. Downs asked that the Board add to the Agenda proposed amendments to <br />the transportation service contract with Mid-State Transport, Inc. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda with the addition of <br />amendments to the Mid-State Transport, Inc., contract. <br /> <br />Economic Development Efforts in Cabarrus County - Joint Discussion with <br />Cabarrus Economic Development, Inc., Board of Directors <br /> <br />Members of the Board of Directors for Cabarrus Economic Development <br />(CED), Inc., present for the meeting included Mike Nash, Keith Wayne, A1 <br />Thigpen, Ron Wilson, Larry Hinsdale and Cyndie Mynatt. Also present were <br />Maurice Ewing, CED President, and Staff Members Eileen Lussier and Ryan <br />McDaniel. vice Chairman Suggs and Commissioner Carruth also serve as members <br />of the CED Board of Directors. <br /> <br /> Mr. Day reported on the discussion of economic development during a <br />recent Cabarrus Regional Chamber of Commerce retreat in Asheville. He <br />reviewed the Chamber's prop6sal to convene a group of stakeholders to discuss <br />the development of an effective economic development program for Cabarrus <br />County. He stressed the need for community dialogue and participation by the <br />municipalities to create an effective countywide economic development <br />program. <br /> <br /> There was discussion by the two Boards on the history of CED as well as <br />the current purpose and direction of CED. The discussion centered on such <br />issues as the raising of private funds by CED, the development of a business <br />plan, the type of businesses that should be targeted for Cabarrus County and <br />the need for a more coordinated and organized economic development program. <br />The two boards also discussed the agreement proposed by CED for the County to <br />commit funding to CED for a period of three years. Members of the CED Board <br />stressed the importance of the funding commitment, stating the County's <br />failure to guarantee funding over a period of years hurts CED's efforts in <br />seeking private funding. The agreement as proposed by CED was as follows: <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />AGREEMENT <br /> <br /> THIS AGREEMENT, made and entered into to be effective the 1st day <br />of July, 2004, by and between Cabarrus County, a body politic and <br />political subdivision of the State of North Carolina, hereinafter <br />referred to as the "County", and Cabarrus Economic Development, Inc., a <br />non-profit corporation of Cabarrus County, North Carolina, hereinafter <br />referred to as "Economic Development, Inc."; <br /> <br />WITNESSETH: <br /> <br /> WHEREAS, County is authorized and empowered by the provisions of <br />Section 158-7.1 (a) and Article 2 of Chapter 158 of the North Carolina <br />General Statutes to make appropriations for the purpose of aiding and <br />encouraging the location of commercial and manufacturing enterprises, <br />making industrial surveys and locating industrial and commercial <br />facilities in the County and otherwise to carry out a program of economic <br />development; and <br /> <br /> <br />
