December 15, 2003 Page 305 <br /> <br />the State Society can bestow on one of its members for outstanding service and <br />leadership. <br /> <br /> Mr. Little expressed appreciation for the support of the Board, the County <br />Manager, staff members and his family during his 20 years of service with <br />Cabarrus County. <br /> <br />(E) INFOR~AL PUBLIC COMMENTS <br /> <br /> At 6:44 p.m., Chairman Freeman opened the meeting for Informal Public <br />Comments. He stated that each speaker would be limited to three minutes. <br /> <br /> Ms. Michelle Bamford, resident of 10939 Hastings Place, Harrisburg and <br />mother of three children attending Harrisburg Elementary School, addressed the <br />Board regarding the growth in the County and the need for more schools to <br />accommodate that growth. Stating she was the "voice" of the Britley Subdivision, <br />Ms. Bamford urged the Board to call for a bond referendum for schools. Further, <br />she stated support for a tax increase to build needed schools and support for any <br />type of assessment to a new home developer or purchaser to fund County schools. <br /> <br /> Mr. Charlie Price, resident of 10293 Hastings Place, Harrisburg, addressed <br />the Board regarding the growth in Cabarrus County and the importance of the Board <br />of Commissioners, Board of Education and the taxpayers working together to <br />address the need for new schools. He stated support for a bond referendum in <br />2004 and asked that each Board member work with the taxpayers to help get the <br />referendum passed. <br /> <br /> There was no one else present to address the Board, and Chairman Freeman <br />closed that portion of the meeting at 6:51 p.m. <br /> <br />(F) OLD BUSINESS <br /> <br />(F-l) Reconsideration of the Cabarrus Economic Development Corporation Contract <br />- Commissioner Carpenter <br /> <br /> At the work session on November 24, the Board of Commissioners approved a <br />two-year Agreement with Cabarrus Economic Development (CED), Inc., effective July <br />1, 2004. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Privette <br />and unanimously carried, the Board reconsidered the action approved on November <br />24, 2003 regarding the Agreement with Cabarrus Economic Development, Inc. <br /> <br /> Commissioner Carpenter made a motion, seconded by Commissioner Carruth, to <br />approve the following revised Agreement with Cabarrus Economic Development, Inc. <br /> <br />NORTH CAROLINA <br /> AGREEMENT <br /> <br />CABARRUS COUNTY <br /> <br /> THIS AGREEMENT, made and entered into to be effective the 1st day of <br />July, 2004, by and between Cabarrus County, a body politic and political <br />subdivision of the State of North Carolina, hereinafter referred to as the <br />"County", and Cabarrus Economic Development, Inc., a non-profit corporation <br />of Cabarrus County, North Carolina, hereinafter referred to as "Economic <br />Development, Inc."; <br /> W I TNES SETH: <br /> WHEREAS, County is authorized and empowered by the provisions of <br />Section 158-7.1(a) and Article 2 of Chapter 158 of the North Carolina <br />General Statutes to make appropriations for the purpose of aiding and <br />encouraging the location of commercial and manufacturing enterprises, making <br />industrial surveys and locating industrial and commercial facilities in the <br />County and otherwise to carry out a program of economic development; and <br /> <br /> WHEREAS, the Economic Development, Inc. is a non-profit corporation <br />organized and empowered to promote the overall economic prosperity of <br />Cabarrus County through programs and efforts to foster business growth such <br />as the following: <br /> Recruitment of new and existing companies to Cabarrus County; <br /> · Encouragement of existing business enterprises to remain and to further <br /> expand their operations in Cabarrus County; <br /> · Promotion of small business startup and entrepreneurship for the <br /> citizens of Cabarrus County, as well as for those that would relocate <br /> to Cabarrus County for the purpose of starting a new enterprise; and <br /> WHEREAS, the Board of Commissioners of Cabarrus County recognized the <br /> necessity of business growth and diversification to the continued economic <br /> health and vitality within Cabarrus County and its benefits to the citizens <br /> of Cabarrus County; and <br /> <br /> WHEREAS, County and Economic Development, Inc. have entered into a <br /> series of annual contracts for County to participate in the funding of the <br /> economic development programs of Economic Development, Inc.; and <br /> <br /> <br />
