January 28, 2002 Page 265 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 28, 2002, at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Commissioners - Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br />Absent - Vice Chairman: Robert W. Carruth <br /> <br /> Also present were Frank W. Clifton, Jr., County Manager; Fletcher' L. <br />Hartsell, Jr., County Attorney; and Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scouts Katherine Fuentes and Natasha Smith of Troop 492 from Rocky <br />River Presbyterian Church conducted the Flag Ceremony. <br /> <br /> Reverend Darrell D. Huneycutt of the Oak Ridge Missionary Baptist Church <br />gave the invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the minutes of December 17, 2001, January <br />3, 2002 and January 14, 2002 as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Mr. Clifton listed the following additions to the Agenda: Old Business - <br />Report - Addendum to Incentive Grant Agreement for Fieldcrest Cannon, Inc.; <br />Consent Agenda - Granting of Utility Pipeline Easement for the Canterfield <br />Estates Subdivision; New Business - Setting a Meeting to Discuss Budget <br />Priorities.for FY 2003; and Closed Session to Discuss a Personnel Matter. <br /> <br /> Commissioner Fennel asked that Item D-2 (Review Status of Economic <br />Development Corporation, Inc.) be removed from the Agenda and deferred until the <br />February meeting. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the Agenda as submitted with the <br />requested additions and deletions as listed by Mr. Clifton and Commissioner <br />Fennel. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of Retired Employees <br /> <br />Beth Young - Manager of the Kannapolis Branch of the Cabarrus County Librar~ <br /> <br /> Mrl Tom Dillard, Library Director, recognized Mary Elizabeth "Beth" Young <br />on her retirement as Manager of the Kannapolis Branch of the Cabarrus County <br />Library. Ms. Young began employment on September 16, 1985 and retired on <br />November 30, 2001. <br /> <br /> On behalf of the Board, Commissioner Privette presented a plaque to Ms. <br />Young in appreciation for her service to Cabarrus County and its citizens. <br /> <br /> The Board thanked Ms. Young for her service to Cabarrus County and extended <br />best wishes to her on her retirement. <br /> <br />Lieutenant Rick Stancil - Cabarrus County Sheriff's Department <br /> <br /> Sheriff Brad Riley recognized Lieutenant James Ricky (~Rick") Stancil on <br />his retirement from the Cabarrus County Sheriff's Department. Lieutenant Stancil <br />began work on October 1, 1972 and retired on December 31, 2001. <br /> <br /> On behalf of the Board, Commissioner Suggs presented a plaque to Lieutenant <br />Stancil in appreciation for his service to Cabarrus County and its citizens. <br /> <br /> The Board thanked Lieutenant Stancil for his service to Cabarrus County and <br />extended best wishes to him on his retirement. <br /> <br /> <br />
